Construction projects are characterized by long-term outdoor work,high concentration of construction materials,machinery and construction workers,outstanding mobility and temporary,and complex technology,which all increase the safety risks in the construction process to varying degrees,and make the safety risk management of engineering projects more difficult.Engineering insurance,as a means of risk transfer,has become one of the most widely used and effective risk control measures in the international engineering field.In view of the frequent occurrence of production safety accidents,China clearly proposes to establish and improve the production safety liability insurance system,and enforce it in high-risk industries such as construction.Production safety liability insurance is an insurance mechanism economic policies to solve the problem of safety in production,introduces the risk management function of insurance of safe production supervision system,the use of insurance risk management cost lever effect,economic security,access to safe production responsibility will be conducive to the production safety guarantee system construction in our country.Reasonable determination of work safety liability insurance rate in construction industry has a decisive influence on the implementation of work safety liability insurance,and the determination of insurance rate is closely related to the safety risk level of engineering projects.By introducing the theory of risk assessment,this paper proposes a method for determining the rate of work safety insurance in construction engineering based on the evaluation of construction safety risk,in an attempt to provide a reference for determining the rate of work safety insurance in construction industry.This article from the construction companies,the insured engineering project and its safety management point of view,established a construction safety risk evaluation index system,using COWA operator to integrate the weight of each construction safety evaluation index,according to membership function structure mass functions,an improved fusion algorithm of evidence theory and the linear weighted synthesis experts evaluation opinions,obtained the security risk level of the project,determine the safety coefficient of risk adjustment.Meanwhile,considering the situation of previous safety accidents in construction enterprises,we should adjust the premium rate of safety production liability insurance so as to realize the incentive leverage effect of differential premium rate.Finally,based on the research results of this paper,a few pieces of advice are put forward for the implementation of safety production liability insurance in construction engineering.
