Jilin Oilfield Safety And Health Program To Improve The Environmental Management System Research

In pace with the progress and development of the society, we have been paying more attention and having more expectation to the H(ealth) S(afety) E(nvironment). Since the particularity of oil industry, there are problems related to SHE during the processes of oil exploration, oil development and there have been serious casualties and environmental accidents occurred.The study and research of HSE management system was originated in 1990, since then the oil and gas companies of different countries established their own HSE management systems one after another, but the HSE management systems established by those companies were not exactly the same. China has been paying close attention to the development of international HSE management system, From september 1996, China has been organizing specialists and experts to do the study and research of HSE management system as guiding the chinese oil exploration and development operation.Via the operation of HSE system, oil companies will get more acceptance and support from the public, so the companies will be higher evaluated, and the evaluation will be transformed into economic benefits indirectly. SHE management system is the safeguard for a safe, steady and faster deve.But during the comprehensive application and operation of the HSE management system, there are problems appearing gradually, the devorce between the system and the practice; the different recganization between the managers and operators , and so on, the system is facing a big challenge.The main topic of this study: in view of those existing problems of Jilin Oil Field HSE management system to study the related theories of HSE management system to ensure the efficient operation of the system.Based on the related theories of HSE management system, this study targets the Jilin Oil Field HSE management system to discuss the current situations by the summry, consultation and arrangement of related materials. Through scientific ways, this study trys to find out the problems during the application of the HSE system in Jilin Oil Field and in view of those problems, to give solutions and countermeasures to solve. By integrating this system with modern business management theories, this study makes modifacations to the existing HSE system to optimize the system and reduce the management processes, and so , to ensure the efficiIn this study, through the studies of HSE management system, to find out the existing problems in Jilin Oil Field HSE management system; throught the discussions of theories and opinions, the investigations of our company, the analyses of current situation, the studies of consultation, to realize the improvement of HSE management system and to give a practical and effective direction for the application and operation of the HSE system.
