With the social development,and the progress of science and technology,the demands for living and production are getting higher and higher,which has drown much human attention.HSE Management System is the abbreviation of Health,Safety and Environment Management System.In recent years,it has gradually become a common management mode in the international petrochemical industry.It is a scientific,systematic and excellent management system,which provides a guarantee for the development of oil and gas.Safety plays a necessary role for the petroleum enterprises in operation and management.It's also the most important of all work of the other,which can help enterprises to improve their operating abilities and get higher economic efficiency.A series of safety accidents happened in the past have rung the alarm bell for us and caused great property,personal injury or great social and economic loss.In order to integrate with foreign large petrochemical enterprises as soon as possible,relevant domestic enterprises have begun to implement HSE management system gradually.In this paper,the author takes Huaxin Hainan Petroleum Base Co.,LTD.,a private enterprises,as the object of study.On the initial introduction of the development and the connotation of HSE management system,it analyzes the experience of Shell'S and BP'S HSE management,by comparing with HSE management status between Huaxin Hainan and the other huge oil companies from abroad.The present situation of applying HSE management system in Huaxin Hainan was analyzed in depth,which finding out four major aspects of the problems in HSE management.First,the HSE management system is imperfect,which is specifically manifested in unclear definition of responsibilities,unreasonable document structure,low employee participation,and insufficient identification ability of hazard factors.Second,the system has been eliminating the practice of “separating documentation from implementation”,such as insufficient understanding of HSE management ideas and inconsistency with the actual situation.Third,the HSE management system is not in place for the management of facilities,equipment and contractors.Fourth,the improvement mechanism of HSE management system is not perfect,which is mainly manifested in the lack of effective management review.Then,the optimization scheme of HSE management system is proposed from six aspects of leadership management,risk management,emergency management,supervision and assessment,and operation management.Meanwhile,the operation effect of the optimized HSE management system is predicted and prospected by combining with Deming PDCA cycle method.Finally,an optimization strategy is put forward on five aspects: to build corporate culture,to provide talents,to establish technical support,to pay attention to continuous improvement,which take the opportunity of participating in the construction of Hainan Free Trade Port and focus on adapting to the development of the new era,to provide theoretical guidance for the improvement of Huaxin Hainan's HSE management system,and also play a reference role in the establishment and implementation of HSE management mode for similar petroleum enterprises.
