The Research Of Index System & Evaluation System Of Jilin Province Pollutant Discharge Reduction

During the 11th Five Years Plan term, the main pollutant discharge reduction becomes the key highlighted work of environment protection, and the important approach of economy restructuring and development pattern adjustment. As a brand-new work under exploration, the pollutant discharge reduction work plays an important role within the environment protection. Jilin Provincial Party Committee & government accord great importance to main pollutant discharge reduction, make it the important approach to improve economy growth quality and benefit, restructure economy, adjust development pattern, upgrade and optimize traditional industry. With the support from Ministry of Environment Protection and the endeavor all over the province, the pollutant discharge reduction work made relatively large progress.The basement work of pollutant discharge reduction is the construction of the three systems, which are scientific index system, accurate monitor system and rigorous evaluation system. The scientific index system, matching the domestic conditions, is the systematic rational system about main pollutant discharge statistic analysis, data determination, information transferring. In which the main pollutant means the two pollutant COD and SO2, defined by the 11th Five Years Plan about National Economy and Social Development. Accurate monitor system combines the pollution source monitor and key pollution source automatic online monitor. Rigorous evaluation system means the strict, practical system about pollutant discharge reduction result evaluation and accountability, which also tally with the actual situation. All the above three system is being set to achieve main pollutant discharge reduction targets.During the 12th Five Years Plan term, the nation put four main pollutants into the index system, which are the COD. ammonia nitrogen, SO2, nitrogen oxides, as the binding index within the General Planning of National Economy and Social Development. The following are the four prioritized works of pollutant discharge reduction within the 12th Five Years Plan:the first one is expanding the pollutant discharge reduction index, which means adding more indicators of main pollutant discharge control properly, including agricultural pollutant, after reviewing the result of the first pollutant general investigation; the second one is highlighting structural pollutant discharge reduction as the detailed activity, which means promotion of the industrial restructuring and economy development pattern adjustment through environment protection and pollutant discharge reduction; the third one is re-enhancement and improvement of standing market mechanism within the policy scope; the fourth one is perseveration and consolidation responsibility and accountability mechanism.This thesis consists of three sections. The 1 st section is the analysis of the pollutant discharge reduction within the 11th Five Years Plan term, summarizing the achievements and problems. The second section is the research about Jilin Province pollutant discharge reduction index system, setting the index system and calculation of pollutant addition or reduction amount. The third section is the investigation of Jilin Province pollutant discharge reduction evaluation system, establishing the provincial evaluation system, including the content and method during the 12th Five Years Plan term, according to the target and activities during that term, after reviewing the effectiveness of the evaluation system during the 11th Five Years Plan term.The research result of the thesis contains two parts. The first one is about the pollutant discharge reduction index system, including 36 indicators of three categories within four sub-systems. The second part is about the pollutant discharge reduction evaluation system setting, covering 3 sub-systems, which are pollutant discharge reduction targets, projects to reduce pollutant and pollutant discharge reduction management system, compromising indicators of three levels, which provides Jilin province technical ground and guidelines about completion checking of pollutant discharge reduction plan in different cities and villages.Stated thus, the purpose of the thesis is providing technical ground and scientific guidelines for achieving pollutant discharge reduction targets of variable stage within the provincial territory. The establishment of evaluation system, which included in the three systems, shall be the solid basement for timely and accurate provincial pollutant discharge reduction system, as the solid scientific ground for main pollutant discharge reduction evaluation. The research of this project is the important content about establishing the complete environment monitoring, execution system, which required by pollutant discharge reduction accomplishment, and the key support of historic turnaround which Jilin environment protection bureaus promotes.
