The main reason for the current increasing se rious environmental pollution,lies in the pollutant behavior from discharging enterprises,therefore,to regulate pollutant behavior from discharging enterprises effectively becomes very imperative and important.In practice,permit system of pollutant dischar ge is a vital gove rnance system of environment m anagement in administering pollutant behavior from discharging enterprises effectively.Permit system of pollutant discharge in China started in 2003,comp ared with abroad,which started lately.So there are many deficien cies in th e practice of legislation and enforcem ent,which requires legal pondering on how to perfect it.Legal authority in the process of implementation of permit system of pollutant discharge is low,many places only focus on its for m function as a registration certificate,rather than as law basis for subject of law enforcem ent,credentials of keeping law for pollutant dischar ging enterprises and ef fective platform to public scrutiny.At the s ame time,different environmental management systems which were founded by our country during dif ferent stages for solving special environmental problems faced at dif ferent periods contradict with each other and overlap with each other in their concrete su itable process,permit system of pollutant discharge has not been recognized as a key system,something else is happening in practice.All these facts lead to serious infl uence on the ef ficiency,benefit and effect of environmental governance.In order to achie ve the strategic goal of m anagement and improvement of environm ent,promote the ec ological construction a nd all-round social progress,it is necessary for us to com b,reflect on perm it system of pollutant dischar ge,put forwards suggestions f or perfecting it,explor e the specific content and im plementation method of pollutant discharge permit “one card ”management which is one new m anagement system,so as to enhance the level of environmental law and improve environmental quality.The dissertation consists of five parts.The first chapter,part on introduction,describes the background and significance of paper's topic,research status at home and abroad,research methods and innovation,etc.The second chap ter,part on general problem,defines the concepts of discharge permit system and discharge permit system cerification,focuses on the function status of discharge permit system in the system of environmental management.The third chapter,part on theoretica l basis,illustrates the theo retical basis of both law and economics for the im plementation of dischar ge permit system,and clarifys the realistic rationality of "right ought to be" in market economy.Fourth chapter,part on deficiency,points out and analyzes the main deficiencies of discharge permit system in China,provides realistic basis for improving discharge permit system.The fifth chapter,part on system perfection,in order to achieve national environmental improvement goals,put forwards suggestions on how to perfect permit system of pollutant discharge.Aiming at the serious situation of Chin a's current environmental problems and the fact that environmental management system can not effectively control the present situ ation of environment pollution,it is necessary to learn from international experience,integrate all kinds of environmental management systems,strengthen supervision and management in the whole process,construct point source environmental management system with permit system of pollutant discharge as core.
