A Research On The Implementation Problems Of Environmental Policy In The Local Government Of China

Environment is what we humans depend upon for survival, which not only provide all kinds of raw material for human production but also has a direct influence on people's health. Since reform and opening, Chinese economy has a rapid development, but we couldn't optimistic about the quality of the environment, land desertification, shortage of water resources, marine pollution, environmental issues are emerging, all this attract people's attention. In order to against the environmental degradation, China has already developed a relatively sound environmental policies, even as China's basic national policy, but environmental problems remain severe, this paper considers the main reason is that environmental policies have not been effectively implemented. Meanwhile, with the transfer of powers from central government to the local governments, the local governments play an increasingly important role in policy implementation. This paper takes the local government as the contact point and chooses public choice theory and governance theory as the theoretical support in order to research the problems of the implementation of environmental policy, the causes of this problem, and explore effective solutions to environmental policy implementation.The purpose of this paper is through the research on the status and special interests of local government in policy implementation to get the reason of the abstract in implementation of environmental policies. By analyzing the influence of the business and the public in environmental policy implementation, try to establish the partnership between government and enterprises and advocate the public participation to help local government implement the environmental policies. Meanwhile research the failure of the process in implementation of environmental policies and bring up the solutions of this problem. This paper points out that the relationship between economic development and environmental protection are not either this or that, and actively explore a way to coordinate economic development and environmental protection, thereby it can contribute to the implementation of environmental policies.Conclusions drawn from the research are as follows:First of all the effectives of implementation of environmental Policies is influenced by the policy itself, stakeholder, the ways of policy implementation and Policy implementation mechanisms. Because of the special nature of environmental policies the game of the relevant interest groups influence of environmental policy implementation is a major factor。Secondly, one of key important factors that result in unrealistic implementation of environmental policies is the lack of diversified participation governance in environmental policy. Therefore, establishing the partnership between government and enterprises, training the environmental non-governmental organizations and promote public participation in environmental policy implementation is an important guarantee for the successful implementation and development trends.
