Predicament And Countermeasure Of Environmental Policy Implementation In L City Of Jiangsu Province

Environment is the premise and foundation of human society's survival and development,and the necessary foundation of social,economic and cultural development.With the acceleration of China's modernization process,the problem of environmental pollution is becoming more and more serious,which restricts the comprehensive development of China's social economy and threatens people's life,health and safety.Comrade Xi Jinping pointed out in the nineteen major reports that we should accelerate the structural reform of the ecological civilization and build a beautiful China.In order to ensure the good development of environmental quality,China has formulated a series of scientific and complete environmental policies,covering social and economic development,people's production and life and many other aspects.However,at present,the implementation of environmental policies has not reached the expectation,no matter the data or the sense of production and living environment.Environmental policy implementation is an important link in the process of policy formulation and implementation effect.Local government is one of the main implementation subjects of policy implementation,which is crucial to the realization of policy objectives.In the actual implementation process,many subjective and objective factors interfere with the implementation of environmental policy,resulting in many problems in the understanding of the connotation,governance path,goal orientation and other aspects,resulting in the implementation of environmental policy is not in place,and the effect of governance deviates from the expected goal.Based on meta governance theory,public policy implementation model theory,comprehensive framework theory of policy implementation and Smith's policy implementation process model theory,this paper analyzes the implementation of environmental policy in L City by using literature research,case study and interview methods.Through the analysis and research,it is found that the implementation of environmental policy in L City has the behavior deviation of the main body of policy implementation,and there is a lack of policy implementation system itself The reasons for these problems lie in the lack of motive power,the lack of mechanism guarantee,the inadequate allocation of resource elements and the failure of market regulation.In view of this,this paper puts forward countermeasures and suggestions from the aspects of strengthening examination and supervision to stimulate endogenous power,improving the supporting mechanism of environmental policy implementation,strengthening the allocation of environmental policy implementation elements,and giving full play to the role of the market in environmental policy implementation.The purpose of this study is to deal with the relationship between economic development and environmental protection on the one hand,and to improve the implementation effect of environmental policies on the other hand.
