The forest region road is one of the important part of the forest region construction project. It plays the key role to develop the mountainous area economy, the forestry industry, the diversified management patterns and even to change the mountainous area poverty. However the forest region road construction is also getting more and more profound to ecological environment's impact. Based on synthesizing the domestic and foreign research results and the experience, as well as unifying Hunan Province's forest region construction and the ecological environment condition, This paper carries on the analysis to the forest region road construction ecological environment impact, and conducts the deep research emphatically to ecological environment impact comprehensive assessment of the forest region road construction project, the prime task and the achievement are as follows:1.By analyzing Hunan forest region road construction present situation, it is proposed that the forest highway is playing an active role in improving the forest region quality of life, speeding up the communication between urban and village. But simultaneously, because of the tightness of fund, the low-rank of road construction standard, the weakness of environmental protection measure in the design and construction stage, lack of maintains after putting into service, the ecological environment impact was serious. So it is necessary to study ecological environment impact assessment of the forest region road construction project.2. By unifying the character of Hunan ecological environment and the forest region road construction project, it is concluded that the impact is mainly display to the soil erosion, the wetland, the water environment, the soil, the vegetation, wildly plants and animal. And then the paper analysis each influencing factor which provides the reference for comprehensive assessment target filtering.3. Elaborated the forest region road ecological environment comprehensive assessment's rationale, including comprehensive assessment's goal, the main point, the principle, the basis and so on, determined the rank and scope. Carried on a analysis about basic construction project environment and the influencing factor, and also carried on the investigation, the appraisal, the forecast to ecological environment's present situation. So the series of previous working procedure constitutes its comprehensive assessment theory.4. Established the comprehensive assessment index screening, including target primary election, qualitative and quota index screening, index attribute value assessment computation, index zero dimension processing, target weight value determination. During in the index screening phase,the paper uses the improved Delphi law to some stationary indices. The principal components analytic method to the quota index solves the problem that many index evaluations are not able to determine its influence. It uses the straight line zero dimension processing method to solve the problem of the index unit and the magnitude. Regarding the weight value's determination, the paper uses a method that the expert make marks to various impact factor and then come to the weighted average value.5. Through the summary brief of general comprehensive assessment method, we find the assessment is conducted mainly by using qualitative method no more than quantitative assessment method. Based on this, the paper establishes multistage fuzzy mathematics comprehensive assessment method which can realize the quantitative assessment.It also introduces its appraisal thought, elaborates its assessment method step, unifies the project example to apply to this model, causes the measure results quantification, and finally proves the scientific nature and the usability of this model.
