Study On The Problems Towards The Rule Of Law For Small Town's Eco-environmental Protection

The development problem of small town is a present important issue in our country, concerning the urbanization process, agriculture and rural economy development and sustainable development of national economy directly. It is imperative to accelerate the construction of ecological environment in the small town under the national conditions of the increasing excessively of population, the serious shortage of resources, the environmental pollution, the ecology degradation and the great background of constructing the well-off society and the harmonious society comprehensively. Since the reform and opening-up, the construction of small town makes the enormous achievements,but the ecological environment problem in the urbanization process is serious day by day,and have already become the limiting factor of social progress. Small town are important in maintaining the stability of overall ecology and environment in China, thus the negative effect resulting from the urban development to urban ecology and environment has made the protection task more and more hard and emergent.The main content of this paper includes four respects. Firstly, it has defined the relevant concepts of Eco-environmental protection of small town, and indicates that zoology conservation has important influence on the construction of our economy, society and environment. And the fundamental theory of the small town s eco-environmental protection (the theory of sustainable development, the theory of regional integration and the theory of environmental carrying capacity is also introduced. Profound and system analysis on the present situation of eco-environmental protection in small town is given in the Third Part.the eco-environmental protection Problems Concerning legal construction in the Small Towns of China is educed. the Problems exist in Legislation, Law enforcement, law abiding and supervising the legislation in the urbanization process in China. Aiming at these problems, Measures are put forward:they are overally implementing sustainable development principle, newing the natural resources ownership system, definiting provision for citizen's environmental right in our constitution and relevant environment laws, making comprehensive legislation acceleratly, enhancing the legislation local characteristic, perfecting the law and rules, seting up efficient and Scientific supervision system for environmental enforcement,culturing the citizens' environment law consciousness. Only by these ways the Small Town's Sustainable Development can be ensured.
