Study On Safety Performance Evaluation Based On MORT

Safety performance is the important part of the enterprise operating performance, also is the overall performance of the safety management of the enterprise. The aim of study on safety performance evaluation based on MORT is to understand the level of safety management now. What is the position we should achieve Where is the gap to the ideal safety performance According to the safety performance management system evaluation results, found potential management hidden trouble and error, study and establish reasonable safety management measures and method to reduce all forms of error, deviation and failure, and have used to support the process of safety management measures and reasonable safety investment, improve safety performance.The main study contents are as follows:1. This paper takes research the safety performance management comprehensively and systematically, which synthesis safety culture, risk management and accident/incident investigation three aspects, establish safety performance management indicator system, analyzes between hierarchical relationships, the logical relationship and the function relation of the safety performance indicators, and explained;2. This paper analyzes the feasibility and rationality of that is MORT(management oversight and risk tree)system safety analysis and evaluation method applied in safety performance management. Then construct the safety performance evaluation system based on MORT, draw a logical tree graph which transform like the system, evaluating the safety performance. This can analyze the importance degree of the safety performance indicators and the influence degree among of them from the structure objectively. Analysis shows that the influence factors of the risk management system affecting the most direct, strengthen risk management can significantly improve safety performance, but each of the safety culture safety performance is influence factors affecting the underlying causes of the safety performance should not be ignored. From the safety of performance management of in the long run, only strengthen construction of safety culture radically improve safety performance;3. According to the conditions of the safety performance indicators formulate safety performance checklist, then use the weighted score method to evaluate the safety performance of the enterprise. According to the evaluation results, take the measures for improvement.This study pays more attention to the logical relationship among the safety performance indicators, and focuses on the shortcomings of the management factor and system defects, so that can take good advices for the improvement of the safety performance and provide the basis for the decision-making.
