Petrochemical industry accidents happened in our country,leading companies both at home and abroad excellent process adopted by the safety management system and method,make the safety performance in the background of continuously improve and improve our country successively dangerous chemicals industry standardization with auditing,chemical process safety management work such as guidance,to improve the safety of the enterprise management level,reduce the chemical accident risk level,makes the level of risk at an acceptable level.Established in this paper,based on the current domestic petrochemical enterprises based on perfect HSE management system and certification,at the same time,in the current national clean fuel technology upgrading process of adsorption desulfurization of gasoline(S Zorb)device as an example from the intrinsically safe business people,machine,material,method,ring element formulation with catch-all category five aspects,and combining the current safety management system evaluation method of best practice-API 581,ISRS,dangerous chemicals,from unit of safe production standardization general specification of three kinds of methods and tools,build 10 primary elements,31 secondary elements,74 points of evaluation system,and the combination empowerment,clustering analysis-in combination with the variation coefficient method to weight distribution of primary elements,the secondary factors are evaluated through analytic hierarchy process(ahp)combined with 74 points are weight distribution,and then based on the fuzzy set and rough set theory,adopt the way of security levels fuzzy characteristic to assess grade,get performance evaluation using value in the general form of the characteristics and level rating,assessment results show that the proposed clustering analysis in combination with the variation coefficient method is useful for evaluating,and greatly simplify the analysis process,and ensure the accuracy of analysis results.Finally through the management review process defects and deficiencies found in risk control scheme of decision analysis process,and put forward safety security benefit degree function,used for characterization of risk control plan optimization criteria,and plan for the optimization work.This paper adopted the method to determine safety management system establishment and grade evaluation system,can be used as the similar enterprises or to improve safety management level of enterprises as a reference and basis.
