Fen is the second largest tributary of the Yellow River in China. As the mother river of Shanxi provinces, Fen River Basin, and now the water is still very limited. With the development of agriculture and industry in the Fen basin. This situation make the basin's environment carrying more pressure, the pressure of ecological environment is greater. Through the evaluation of ecological environment quality, and analysis the changes in the law to achieve the aim that to protect the ecological environment and governance easily of Fen basin.We analyse information that such as natural resources, geographical location, human activities in the Fen River Basin. The study choose "Technical specification for evaluating the ecological environment" as a reference to carry evaluation of the ecological environment. The one hand, choose the 70's,1993 and 2009, three time periods for the evaluation of the ecological environment quality. Through the timing analysis to obtain Fen trend of ecological environment quality. The other hand, environmental quality assessment being carried in a different scale:the upper, the middle and lower basin, barrio, small watershed. To reveal the Fen River basin ecological environment quality at three different scale. To obtain environmental quality conditions for basin protection and management guidance at different scales. Meanwhile, in order to ensure the precision of evaluation of environmental quality. when we get the basin information and assessment indicators of the basin ecological environment quality through use of remote sensing data. According to the spectral characteristics of image and surface features, we use different ways when extracte information of different objects, such as NDVI, NDWI, threshold, spectral Relations Act, supervised classification and unsupervised classification of a combination. And the another way is make the mask use the extracted information to crop the image to get the aim of reduced "synonyms spectrum, with the spectrum of foreign body" phenomenon, Finally, combining the information extracted above, carrying the interpretation of human-computer interaction to improve the accuracy of information extraction. Additional, this article explores the vertical strip of the ecological⊙environment quality and relationship with the landscape, From the more perspective to study the law of environmental quality. Finally, analyze human driving forces and nature driving forces of the ecological environment quality changes, and give the management recommendations of Fen River basin.This study demonstrates, through remote sensing and GIS technology, It is feasible to select a different method to extract information on the basin, to carry ecological environment quality evaluation from the multi-scale, to select data of different period to carry timing analysis of eco-environment quality. It has an important significance on the ecological environment protection and governance.
