As an important system and method of preventing or mitigating adverse environmental impact, the environmental impact assessment of projects has already been quite mature and perfect after thirty years of development. In recent years, with the rise of various regional planning and developmental activities such as the development of industrial clustering and development districts, the limitations of traditional environmental impact assessment has gradually become obvious.As a new economic development model, industrial clustering has made a significant contribution to local economic development in China, but at the same time it has also caused great pressure to local environment, resources, energy and ecosystems, which is a remarkable characteristic of cumulative impact performance. Because of its own limitations, traditional environmental impact assessment can not consider the cumulative effect in a regional perspective. So the study of environmental impact assessment must be carried out on a larger scale and at a higher level, then there appears regional environmental impact assessment and strategic environmental impact assessment one after another. The work of special cumulative impact assessment is a relatively new topic, which has lagged behind relatively. Cumulative impact means environmental change or loss of environmental function due to the accumulation of environmental impact in time and space. Cumulative impact assessment means systematically analyzing, predicting and evaluating the cumulative impact of human actions on the environmental, which is an effective means to prevent the occurrence of cumulative impact and reducing the harm. The impact caused by industries gathering in large-scale in a certain area, is significant, far-reaching and complex, which often leads to serious environmental pollution. Therefore, there is very important significance to systematically assess the cumulative impact of regional development and production for comprehensive and systematic analysis of regional environmental impact characteristics and the study of regional environmental impact principle.The main content of this paper is that: Based on the summary of domestic and foreign research, defined the concept of cumulative effects and its classification, pointed out the problems of current cumulative impact assessment research; Discussed the concept and connotation of cumulative impacts of industrial agglomeration and the technical route for the cumulative impact assessment of industrial clustering has been proposed as follows: Firstly, collected current environmental quality material, evaluated the current environmental quality of the atmosphere , surface water, groundwater with the single-factor pollution index method and evaluated the sound environmental quality using the matrix method; Secondly, distinguished cumulative impact using the methods of the matrix, lists, expert advice and so on; Thirdly, determined the time and space range of cumulative impact assessment; Fourthly, started the work of cumulative impact assessment by bearing capacity analysis, environmental volume calculating method, land ecological inclusive fitness method, and obtained the results of cumulative impact assessment; Finally, analyzed the results with the method of expert advice, and proposed countermeasures and suggestions of weakening the cumulative impact of industrial agglomeration from the perspective of constructing eco-industrial chain.The paper takes the industrial clustering in Qi County, Henan province as an example. After the distinguishment of cumulative impact, it shows that the environmental elements which are sensitive to cumulative impact in Qi County are: air, surface water and land. According to the survey data of planning and environmental quality of the industrial clustering, I made an evaluation on the air, surface water and land respectively, and obtained the cumulative impact assessment results. It's considered that due to the cumulative impact of the industrial clustering, the environmental volume of the air and water is very limited, to which we should pay attention during the planning, construction and operation. Meantime, considering that industrial clustering will certainly bring some pressure on all kinds of regional resources, and concentrated emission of a large number of pollutants will bring about immeasurable destruction on regional eco-environment. Preliminary discussion of weakening the cumulative impact of industrial agglomeration from the perspective of constructing eco-industrial chain will contributes to regional pollution reduction and sustainable development.This paper provides a useful reference for the research of theory and method on the cumulative impact assessment of industrial clustering. It's verified that the technical route of the cumulative impact assessment of regional development is feasible through the case. And it's considered that when we carry out the work of cumulative impact assessment, we should determine the spatial and time extent according to the characteristics of the research object, surrounding environmental conditions, staff energy and available materials. The results of cumulative impact assessment should be the basis of regional planning, environmental management and industry development.
