Research Of Environmental Impact Assessment In Industrial Park Planning

In China, the Environmental Impact Assessment (EIA) of construction project has been relatively mature, but the EIA of planning, without a uniform and standard system of theory and method, is still frontiers. At present, the research on the EIA in planning has transferred from qualitative analysis to applied field of implementation and operation. China has built a large quantity of industrial parks in forms of Industrial Park, economic development zone and new and high-tech industrial development zone. Neither single construction projects nor regional development projects is similar to these industrial parks, so the EIA of these industrial parks is also unique.This paper adopts a method combining theoretical study with example verification. On the base of analysis and research on the development course of EIA, on the defects of EIA system, and on the home and abroad study progress in EIA of planning and EIA in industrial park planning, we discuss the assessment methods and working procedure of EIA in industrial park planning, establish an indicator system of EIA in industrial park planning. The result of theoretical study is checked on the case of Environmental Impact Assessment in Mingyang Industrial Park Planning. The conclusion of this paper is as follows:(1) The method and working procedure of EIA in industrial park planning have been systematically studied. We present a method system of EIA in industrial park planning and summarize the characteristics of this method. The working procedure of EIA in industrial park planning is also analyzed. The assessment work can be divided into three stages: laying down a working plan, implementing and summarizing. We also have a systematical study of all the three stages.(2) In line with the frame structure of the indicator system about EIA of industrial park planning, we establish an indicator system of the EIA in industrial park planning. The compositions of this indicator system are as follows: the layer of pursuing sustainable development of industrial parks, the quality of natural environment, resources and ecology, and social economy are taken as the primary criterion layer. A comprehensive index is set for each subsystem so as to reflect its characteristics. The weighted value of each single index is determined by Analytical Hierarchy Process (AHP).(3) On the case of the Environmental Impact Assessment in Mingyang Industrial Park Planning, we appropriately apply the indicator system of EIA of industrial park planning and framework of the report. In addition, we predict and evaluate its environmental impact in detail. At the same time, the theory on cleaning production and eco-industrial parks is also applied in assessment.Meanwhile, there are also some defects in the case of the Environmental Impact Assessment in Mingyang Industrial Park Planning. Firstly, due to the lack of relevant data and the existence of objective difficulties, we can not assess the cumulative impact and set up an ecological industry chain. Secondly, in the establishment of the indicator system, we have not worked out a comprehensive index because we can not gather the standard reference value of all relevant single indexes for the fact that we can not get sufficient data.
