The climate of global not only reflect on harm from human beings, but also on several aspects such as trade, diplomacy, security, energy and so on. Crisis influence every country on earth now. Recently, environmental question change the security concept in the international society and become an important research program in non-traditional security areas. As environmental pollution and ecological threat is transnational, western experts raise a theory named "Interference in the international environment". This theory typically means when a country pursue for resources and interests it may affect the fundamental interests of other countries. In order to defense and seek its national interests, applications of environmental intervention full of new colonialism, disguised and fraudulence. This essay emphasis on analyzing intervention policy between countries and the development of Chinese environmental diplomacy. The article would consist of six part:First of all, we will briefly introduce about the background of international environmental intervention policy. Although there is no systemic or official definition for it, the writer believed that environmental intervention policy is a kind of disguised new colonialism as well as environmental colonialism. The difference is former involved larger range than the latter. It not only for the pursuit of resource exploitation, environmental destroy and new energy monopoly, but also for the purpose of economic benefit maximum, international status gendering and international system domination.United nations framework convention on climate change is the first document which made by First Word Climate Conference participate at Switzerland IN1979. Convention refer to many sensitive aspects such as economy, political, society and environment and involve national interests and the right to development between developed and developing countries. Although the negotiation process was tough and complex, discuss about environment changing never stopped after this conference. The second part of the essay would commentate many major events such as Bali Roadmap, Kyoto Protocol, Poznan, Copenhagen Climate Conference and Climate Conference in Cancun to summarize major causes for why progress of international environmental diplomacy is slow and hard to move on. We will take the USA and Japan as an example, emphasis on analyzing their background and manifestations of environmental intervention diplomacy in developed countries.In the third part, we will discuss the conflict in environmental intervention between developed and developing countries. While developed countries make environmental intervention policy developing countries shift their attitude from negative to positive to refuse intervention for purpose of reducing influence in minimum from developed countries'intervention. We can easily found that the big problem in the process of environmental security cooperation in the past is developed and developing countries have different understanding on mutual trust and "Common but differentiated responsibilities". As USA and RPC as an example, become of the differences on economic development, historic responsible and per capita emissions, take actions for environmental change are not only dissention for physioclimate but also for political strike. That is the reason why USA would not make a concession on carbon emission reduction----for the fundamental interests of their own. And as well as the reason for many developed countries making environmental intervention.In the fourth part, we will expound formation and development process of Chinese environmental diplomacy. The party demonstrate the importance of comprehensive, coordinated and sustainable development in the 17th Session of the General Assembly. Party said though establishing resource-saving, environment-friendly society for purpose of raising living standard and achieving social sustainable development. China, a country of economic development, largely energy consumption, huge carbon dioxide emissions, now struggling in seriously environmental issues. Concept and development in environmental diplomacy maybe decide diplomacy direction for China in the future. In this part of essay, we will discuss environmental cooperation between China and other countries and regions to illustrate forms of cooperation and sense for Chinese environmental diplomacy in present.We will demonstrate standpoint and ways of Chinese diplomacy in the fifth part of the essay. As a emerging country, one of BRICs and a responsible great nation, China would face verities of challenges such as holding national image, protecting national rights and security, making own environmental diplomacy. China must roles international role orientation and strategic choice in the context of protecting national rights and right to development.In the sixth part of the essay, we will demonstrate new changes and progress of Chinese environmental diplomacy and environmental intervention policy. For adapting international environmental diplomacy and environmental governance reform, China makes change on environmental diplomacy. New policies come to more transparency, legalization and totalization. Furthermore, more and more non-government organizations go for environmental protection and provide fresh impetus for our country's environmental diplomacy. New policies comes, however, does not mean questions and problems in China has been resolved. Face to international environmental diplomacy development situation, we need to establish new international political and economic system and international environmental governance. Meanwhile, insisting cooperation system, sharing responsibility for purpose of mutual benefit and sustainable development.
