As the conflict between the environment and the economic development intensifying, the sustainable development of products becomes increasingly urgent. In order to balance the economy and the environment effect of products, the concept of eco-efficiency was proposed and has been widely used. As an objective-weighing method, DEA could well eliminate the subjective factors incurred by expert scoring. Besides, it could avoid the uncertainty during the valuation of environmental price and is considered effective dealing with the complex nonparametric problem. However, the traditional single stage DEA model cannot distinguish the eco-efficiency of each stage during the life cycle such as the producing stage, the using stage and so on. Based on the single stage DEA, NET-DEA is induced to evaluate the eco-efficiency of products. The new model NEA-DEA is applied to pesticide products. The evaluation result and management information is useful for interest groups like enterprises and consumers, and is also appropriate basis for policy design on products. The research content is as follows:Firstly, the eco-efficiency evaluation method of products is improved including the evaluation model and the establishment of index framework based on relative articles. In order to satisfy the comprehensive evaluation of multiple stages in the life cycle of products, the NET-DEA is proposed on the basis of traditional single stage DEA, the parameters setting of NET-DEA is analyzed. The establishment of index framework include simplifying the research object according to the target, setting the weight of each nodes in the life cycle to balance the relationship between each stage, and screening the unit and the index for evaluation. It should be ensured that the chosen index of unit is suitable to compare and the data should be accessible and representative.Then, the new eco-efficiency evaluation method, NET-DEA is applied on pesticide products. Based on determining the object and the goal of the study, the NET-DEA input-output index framework is established, the basic parameters of the model are set, and the eco-efficiency result is calculated. According to the management provided by NET-DEA, the optimization analysis, the sensitivity analysis, and the comparison between the single stage DEA and the NET-DEA is discussed and the advantage of NET-DEA is shown.Finally, the application of the product eco-efficiency evaluation based on NEA-DEA in environmental regulation is analyzed. It can provide quantitative basis for decision-making, which helps policy makers to adjust the product's production or use structure. These policies include command and control, market incentives and information disclosure. The market incentives boast the advantage of sensitive and the information disclosure become preferred for low excutive cost. Both instruments need quantitative basis which NET-DEA could satisfy. In addition, the NET-DEA offering detailed management information by comparing the eco-efficiency of different stages, in which way the the weak link could be figured out.
