Based On The DEA Method Of Henan Province Land-using Eco-efficiency Evaluation

Human beings rely on earth to survive and develop, and they carry on all the production activities onearth. As the global issues goes more and more grievous day by day, such as the increase of population, theshortage of natural resource, the pollution of the environment, climate change and other issues, whichindicates that human activities are impacting the change of global environment more and more seriously.In recent years, China’s economy is developing at a striking speed. Meanwhile urbanization is acceleratingas well as with the effluence of economy development. As a result, the demand of the use of earth space andearth resource is growing constantly, so the contradiction between the shortage of earth supply and thedemand of social economy becomes obvious as time goes.A good environment is the basic foundation of allproduction activities, and it is also the basic condition for all the living creatures. If people explore and useland resource without limitation, it will inevitably insult environment pollution. Ecological efficiency is thedouble measure of environmental and economic performance, what we pursuit is using the smallestenvironment input to eachange for the greatest economic output, land use is no exception. Now the researchof ecological efficiency has built certain foundation both at home and abroad while the ecological methodswhich are used to evaluate the efficiency of land use efficiency is still very rare.In this paper, the theory of ecological efficiency research at home and abroad were reviewed andsummarized and it make a summary on the related theory of ecological land use efficiency.It also analyzedthe environment conditions of land use in study area and land use status. Through a large number ofliterature reading and comparative analysis, the theory determined the suitable evaluation methods of thisstudy, DEA (data envelopment analysis (DEA) method), to all labor input, and the earth were to water resources investment, energy and input all money into four as input index, SO2-GDP load,wastewater-GDP load and solid waste-GDP load as output indicators, constructs the ecological efficiencyof the evaluation model of land use, and use of DEAP2.1software, with18cities in Henan province as theresearch object, from the dynamic space and time in this two angles, it analyses the18cities in2000-2005-2010, the ecological efficiency of land use change and its space distribution, and concludes:(1)on the spatial distribution of it, the ecological efficiency of land use of Henan province non DEA efficient(θ*<1.000) of city distribution scope expanding gradually, mainly distributed in the northeast of HenanProvince from2000to2005to expand to northern, eastern, central and southwest, by2010the DEAefficient cities are mainly located in the north, east, southwest and south, the city number increased, andthe distribution range will also be further increased.(2) From the time point of view, in18cities in HenanProvince, Zhengzhou, Kaifeng, Luoyang, Pingdingshan, Hebi, Luohe, Sanmenxia, Zhumadian and Jiyuanin the year2000-2005-2010, during the three time section, the the efficiency of land use has achieved theoptimal (θ*=1.000). Henan Province in2000-2005-2000average ecological efficiency of land use were0.995,0.961,0.939, thus it can be seen on the three time section, the land use of Henan Province inecological efficiency as a whole is a trend of gradual decline.At last, the paper puts forward to some suggestions about how to improve the efficiency of land usein ecological policies of Henan Province: planning and utilizing of land resources rationally, keeping theecological balance of land system stable; Allocating resources rationally in the process of land use,improving the utilization rate of resources; Strengthening the environmental pollutant emissionsmanagement, controlling the emissions of pollutants strictly; Strengthening the publicity of ecological andenvironmental protection and education, making the environmental policy deeply rooted in the hearts ofpeople; Adjusting different measures by according to different local conditions, thus taking different measures to improve ecological efficiency of land use.
