Water resources is the most essential resources, but the present, the ecological environment encounters heavy damage. Watershed pollution is serious. The protectbn of water resources and the management of water pollution urgently need to be processed. Watershed total waste control is the most important measure in the management of water environment, is also the basement of the innovative mechanism like pollution rights trading. Watershed waste allocation and watershed waste reduction is the most critical step of total waste control. Supervisor to formulate a efficient, fair, feasible allocation project.This research established an watershed waste allocation model, which unified the pollution discharge declaration mechanism and united reduction mechanism. First, based on the efficient principle, established the supervisor efficient utility function; Then took the economical scale and the labor employment scale of discharger as the guide posts, utilized Gini coefficient to establish the fairness load allocation model, and obtained fairness allocation project; secondly, based on the discharges'production continuous principle, used game theory signal transmission model union pollution discharge declaration mechanism, determined the existence condition of pooling equilibrium:no matter what type the discharger is, it would honestly and through reducing emission declare less than the amount that supervisor's draft. Then formulated the discharger's fairness and production continuous utility function.Took the maximization the minimum between the supervisor's efficient goal and discharger's fairness and the production continuous goal as the objective function to construct the watershed waste allocation model and putted it into practice to simulate an example. Finally indicated that under the quantity control's premise, this model can formulate the proper project which satisfies efficiency and fairness, and discharger's production continuous need.Finally proposed a marketization way to process allocation model:unite two dischargers, which's row cost of reducing pollution is different from the other's, to accomplish the reducing goal. Then analysis the participation restraint and incentive compatibility restraint of this mechanism, and analyzed the way to implement model's effectively.
