Establishment Of The Index System Of Ecological Environment And Comprehensive Evaluation For Changchun

With economic development and social progress, human life space and scope had expand rapidly. Nowadays human activity has become the most active factors on earth. While the city is the basic carrier of human activity and the high concentrate regional. Thus the human life had been threatened by intensive activities. The quality of urban ecological environment has been impacted. In the development of the city and the construction process, because of resource utilization, energy flow, material transformation and product consumption activities, many natural resources have been wasted, many kinds of production and life wastes have been produced. Many urban issues were occurrence, such as densely population, land resources nervous, industrial resources shortage, water resource shortage, environment pollution, ecological destruction, epidemic disease, employment difficulty and crime increased. Then people became to pay attention to the urban ecological environment.This paper based on fast, stabile and sustainable development of city ecological environment, aimed at natural ecological environment, economic development environment, social development environment and ecological environment quality in Changchun, combined with city development situation, data availability and urban ecological environment characteristics, according to the principles of index system severely, studied how to establish the index system of city ecological environment, in this period, chose 30 typical indicators of the city ecological environment to set up hierarchical mode which took Changchun an example by using the approaches of AHP. The indicator system of city ecological environment in Changchun consisted of 4 levels, 10 groups.Through the comprehensive evaluation, the development of urban ecological environment was reflected directly, the relationships and contradictions of social, economic and natural were reflected in Changchun. Conclusions were as follows.(1)The comprehensive index score of ecological environment was 0.942 in Changchun, according to the standards of urban ecological environment comprehensive index classification, comprehensive evaluation results was level 1 in Changchun. The development of urban ecological environment was in the best level, nature, economy and social were concerted.(2)The development of environmental in Changchun, as the old industrial city, economic ecological construction was most ideal. The growth rate of economic construction was fast in Changchun. Industrial production was nice, we should speed up the reform of economic system and improve employment environment. The developing of greening level was fast, but environmental pollution control had many disadvantages. At the same time, increasing the construction of infrastructure, improve social security and safety, improve the people's living standards, efforts to ensure that the city residents production and life safety, promote the development of urban ecological environment rapid, coordinated and stable.This study based on the analysis the various environment indicators, then found out the methods and took measures to improve the current situation of Changchun, stimulated ecological environment of the city to develop scientifically. Meanwhile, the paper should provide information for the government to stipulate the future urban overall development strategy and readjusting industrial structure. Those are better to ecological environment construction work, and promote the science, reasonable and sustainable development of the natural, economic and social ecological environmental in Changchun.
