Study On Comprehensive Evaluation Of China Regional Energy-economy-environment System

The economic and social development of China is increasingly subject to the dualconstraints of energy and environment as the economic growth in China is with discerniblefeatures of high consumption and high emissions. The concept of sustainable development isnow highly and extensively accepted, appreciated and advocated in China after a long term ofrational reflection and practical exploration in the world. China is speeding up thetransformation of economic development to build a resource-saving and environment-friendlysociety. Dealing well with the relationship among economic development, energy consumptionand environmental protection is the top priority to achieve sustainable development. Acomprehensive evaluation study on the sustainable development of regional energy-economy-environment system in China may help to the decision-making of regional economic and socialsustainable the development as the basis and premise.This paper studied the whole structure and the inner relationships of energy-economy-environment system with normative approach and empirical approach based on complex systemtheory according to energy-economy theory, environment-economy theory and energy-environment theory; specified the connotation, elements, content, principles, methods andprocedures of the comprehensive evaluation of regional energy-economy-environment systembased on sustainable development theory with systematic evaluation method, and detailed thekey design procedure of building the evaluation index system, determining the weightedcoefficient and processing the original data; made an empirical research on comprehensiveevaluation of regional energy-economy-environment system of Shandong province since itshigh level of energy consumption, economic aggregate and environmental investment in wholeChina, and found that the comprehensive sustainable development index value of Shandongprovince is in stably growing in recent years and remains at upper middle level; gavecountermeasures and suggestions to sustainable development regional energy-economy-environment system from viewpoint of technology, market and policy.
