The safety standardization of an enterprise producing dangerous chemicals is a new safety management model formally implemented in recent years, which has different characteristics comparing with HSE management system. Currently, more and more petrochemical enterprises have established and run both management systems at the same time. In order to improve management efficiency and save management resource, it is necessary to integrate these two parallel management models. In this paper, the comparison & integration of the safety standardization & HSE of a petrochemical enterprise has been studied, an idea of establishing an integrated system of safety standardization and HSE for a petrochemical enterprise has been proposed, key problems in the process of implementing and running the system have been researched, and normalized suggestions have been proposed.Mainly aiming at the safety standardization & HSE system of petrochemical enterprises, comparison and application research has been made, and the contents and results of the research are as follows:(1) Referenced more than 100 domestic and abroad literatures of research results of safety standardization & HSE system in petrochemical industry, and analyzed the current situation of domestic and abroad research on safety standardization & HSE system.(2)Analyzed and compared the difference and link between petrochemical HSE management system and OHSMS management system and the integration between them, and illustrated the reason of that mainly the integration of safety standardization & HSE system in petrochemical industry is studied in this paper.(3)On the base of analyzing the necessity & feasibility of integrating safety standardization & HSE system of an enterprise producing dangerous chemicals, analyzed the detailed starting point and method in the process of establishing the integration, and emphatically studied the model and structure of integration. Mainly studied the operation mode & effect of the three core elements of risk management, safety training, and check & performance evaluation. (4)Using the safety standardization & HSE system of a petrochemical enterprise as a study object, made a detailed analysis to the operation mode of the management principle of safety standardization & HSE system, studied the feasibility and effectiveness of the integration, mainly discussed the detail procedures of planning organization, risk evaluation, training, and compiling documents, etc. for the integration system of petrochemical enterprises and problems may encountered in practicing.(5) Studied the operation mode of each key element of safety standardization. On the base of comparing common risk evaluation methods, selected six risk identification and evaluation methods suitable for petrochemical enterprises, and worked out risk management program and detailed control measures based on them for implementing a full process risk management in petrochemical enterprises. By designing & compiling evaluation scale and applying a mode of questionnaire, investigated the safety knowledge, safety consciousness, safety behaviors, and safety training education status of employed persons. According to the results of data analysis, proposed corresponding recommend measures for improving the operation effect of integrating key elements of safety training.(6) Based on the key elements of safety standardization performance evaluation in enterprises producing dangerous chemicals, integrating key points of HSE audit, determined key elements of performance evaluation index system and the evaluation standard. Established a performance evaluation index system integrated with daily management and centralized audit & evaluation for improving the management efficiency of an enterprise and saving management cost.
