Study On Local Legislation Of Prevention Of Pollution In Liaoning Port

According to China's "Twelve Five" strategic planning, during the currency of the "Twelve Five", Liaoning Province will make full use of the regional advantages of coastal port, gradually increase the development and utilization of the sea, and make the full development of blue economy in the new era. As the channel connecting land and sea-port plays an important role, however, the port environmental issues had a negative impact to economic development, how to control the pollution to port environmental become an important part of a scientific and rational management of the port. In practice, the flaws in the legal system of the port are worthy of our in-depth study and attention.At the outset this study describes the current environmental problems faced by the port, the practical significance and urgency of the pollution control of port, and analyze the legal system of pollution control and pollution prevention to the port in Liaoning Province, and explore the environmental values, laws, policies, responsibility assumption and time bar etc of legal system of port pollution prevention and control a Focus on the subject and the future direction for improvement of legal legislation of pollution prevention and control. Finally, based on the above, the author analyzes the weak and strong point of port legislation of pollution prevention and control in Liaoning Province, in the meantime, this article concerned with legislation of pollution prevention and control in China's other coastal areas which are worthy of reference. In addition, this article analyzes legal system of port pollution prevention and control of some foreign countries,, and these practice can be used to compared with our system, hoping this will propose solutions to difficulties in port pollution prevention and control system in Liaoning Province. This paper argues that Liaoning Province should pay attention to the trends and changes of development of port environmental management, to establishing an advanced port environmental management system, and carrying out reform on some aspects of the legal system continuously.The purpose of this paper is to fill the blank in legislation of port pollution prevention and control of Liaoning Province and to put forward an effective, rational, scientific system to deal with increasingly serious environmental problems and port pollution. of port, port pollution, etc., to promote port economic strength of Liaoning Province during the currency of the "Twelve Five ", and to enhance the comprehensive strategic plan of shipping center of Northeast Asia.
