Grassland Ecological Protection Under The Perspective Of Policy Implementation

Taking the national grassland ecological governance as the background and policy implementation theory as an analysis frame, this article discusses the implementation of the grassland ecological policy in the grass roots embarking from the case of grassland ecological protection policy execution. The grassland ecological protection is the subject of this article which the crucial question is the implementation of the grassland ecological policy.This paper first introduced the background of the ecological protection policy, then described the history and current situation in ecological conditions of the case areas, at last, reveals how the state power is involved in the production and life of the grassland gradually. Through the empirical study on the policy implementation and the effectiveness of ecological policy of the case, the author want to analyze the reasons for the policy deviation implementation from two aspects:the policy itself and the policy for reasons other than. In addition to the correctness, clarity, and policy resources adequacy of the policy itself, the grassland ecological policy's implementation has manifested the gambling interactions between the central government, local government and the herdsman, which is an important reason for the policy deviation. As an important way of the state power sinking into the grassland, the grassland ecological policy can improve the living conditions of farmers and herdsmen, change the production methods and structures involved in micro-economic life of farmers. The process of governance in the grassland reflects the relationship between ecology and politics, and also shows the the complex interaction between the government and farmers and herdsmen in ethnic regions. Although the grassland ecological protection policy has made certain progress, it still has the policy deviation. The author believed that benefit is the most basic factor for the policy deviation. Finally, through disguessing the role of villagers organization and rural cooperatives in the ecological protection, I think we should fully tap the social functions of the self-organizations.
