Study On The Countermeasures Of Grassland Ecological Environment In Hexigten County Inner Mongolia

At present,China is in the key period of ecological civilization construction.Under the background and realistic demands of promoting the overall protection and management of mountains,rivers,forests,lakes,and grasses,it is of great significance to study the grassland ecological governance and find out the solutions for the restoration and development of the overall ecosystem.This paper foucuses on the research of ecological environment control countermeasures in Hexigten County,and gradually elaborates the core contents,analysis results and the author's view.The Hexigten County is located in the east of Inner Mongolia and the northwest of Chifeng City,with a total area of 20673 square kilometers and 26.76 million mu of natural grassland.The Grassland is the largest natural ecosystem in Hexigten.Its rich grassland resources lay a solid foundation for the development of grassland tourism and animal husbandry in Hexigten County.The grassland type of Hexigten County belongs to the typical arid and semi-arid grassland with loose soil and sensitive greenhouse effect.However,in recent years,the grassland production capacity has declined and the ecological environment has deteriorated significantly.Although the eastern grassland ecological vegetation has been gradually restored,the western grassland ecological vegetation is still degraded accompanied by sandy desertification year by year,and some areas are in severe desertification.Under this backgroud,how to protect the beautiful grassland in Hexigten becomes the most important part of the whole ecological environment work in Hexigten.For the protection and management of the grassland ecosystem,experts and scholars at home and abroad have been devoting a lot of research and effort.From the analysis of the causes of grassland environmental problems,we often start from two points,one is the perspective of natural factors,the other is the perspective of human factors;and from the perspective of grassland management mode,we often start from three points,one is from the perspective of the mode led by the government,the second is from the perspective of multiple participation,and finally from the perspective of pure technical means governance.A series of targeted policy measures,engineering measures,technical measures and other means have been adopted,and the grassland governance and protection issues in various regions have been steadily advancing.This paper determines that the research scope is the grassland area of Hexigten County,Inner Mongolia on the basis of referring to a quantity of documents and mastering the actual situation of Hexigten County.The research content takes human factors as the main reasons based on the government-leading-governance position,regards the formulation of public policies,the means of public governance and the multiple participation in governance as the most critical and important solutions through the comparison of the grassland resource growth and grassland monitoring data in the past five years in HexigtenCounty,the real and accurate investigation of grassland status as well as he research and handling of the problems existing in environmental governance.It proposed to promote the reform of ecological environment supervision system,improve the system guarantee,increase the input of human resources,financial resources and technology;and promote the construction and management of grassland ecological management project as well as the construction of social action system for grassland ecological protection,and other specific solutions to the grassland management problems in Hexigten County.
