Research On The Legal Issue For The Protection Of Shanxi Tourism Ecological Environment

Shanxi Province is rich in tourist resources, the development of tourism plays a positive role in promoting economy. However, in the process of the development of tourism, people pursue economic efficiency and the protections of ecological environment are neglected. It leads to the destruction of tourism ecological environment, thereby affecting tourism long-term and healthy development. Therefore, in view of above problems, this thesis put forward a series of solutions, especially for the legal system, in order to realize the sustainable development of tourism and ecological environment in Shanxi Province.The first part is about the overview of tourist resources in Shanxi Province. Shanxi is one of the provinces that are rich in tourist resources; it is a colorful unity, which includes natural beauty, humanistic landscape and folk-custom. The abundant tourism resources, which are the premise of the protection of tourism ecological environment, are also the important basis of tourism development to Shanxi Province.The second part is about the tourist ecological environment problems in Shanxi Province. The relationship between tourism and ecological environment is dialectical, therefore, through the analysis of the existing ecological environment problems, such as soil, water, air, solid waste, noise pollution and so on, in order to seek collaborative development of tourism and ecological environment. The third part is about the outline of the legal system of tourism ecological environment in other provinces. In the tourism relatively developed area, the legislature in combination with their local characteristics, has made many beneficial to tourism ecological environmental protection of the local law and regulations. This thesis introduced the legislation advantage in tourism ecological environmental protection of Yunnan Province, Shandong Province and Shaanxi Province,in order to provide reference to perfect the legal system of Shanxi Province.The fourth part is about the protection of tourism ecological environment in Shanxi Province. To solve the problems of tourism ecological environment, bring it into the law track is the key work. Interrelated laws that are promulgated by Shanxi Province have many deficiencies, need to be further perfected. To the legislation, we should insist on the sustainable development concept, and make clear the duty of different departments; to the legal system of ecological environment, we should establish and implement the ecological tourism evaluation system, environmental impact assessment system, the "three simultaneity" system, the time-limit management system and administrative permission system; to the law enforcement, we should reinforce and supervise the tourist ecological environmental law; Finally, to strengthen the comprehensive and management propaganda education of tourism ecological environment.The problems of tourism ecological environment in Shanxi Province are increasingly serious, we should make use of tourist resources by scientific and reasonable ways, and bring tourism ecological environment into the law track, in order to promote sustainable development of tourism and ecological environment.
