The economic assessment of environmental impact is the link of economy and environment,it is an important part of environmental economics,so this research is aimed at cost-benefit analysis of forest ecological environmental service function value,the whole analisis process can be called economic assessment of ecological environmental impact.A key point of economic assessment of ecological environmental impact is the mesure of ecological service fuction value, there is no specific physical shape and market price of the value of various environmental service function,so the calculation is not easy.Because we do not pay enough attention to environmental service function value all the time,and we lack of quantification methods,it is still not counted in the project economic analysis in the economic assessment of environmental impact in ecological projects.Therefore,this paper is on the methods comprarative study of the assessment of ecological service function value at home and abroad,this paper use shadow engineering method,opportunity cost method,the market value method,travel expenses method and so on to measure the ecological service function value of Daxing ditch forestry natural forest protection project in Jilin province.This paper establishes a set of index system and methods which is suitable for economic assessment of ecological environmental impact of natural forest protection project.Then,this paper uses "with and without comparsion method" to design two schemes of "implementing natural forest protection projecf" and "not implementing natural forest protection project",and this paper calculates the forest ecological service function value and does the dynamic economic assessment of ecological environmental impact of the two schemes. With the implementation of Daxing ditch forestry natural forest protection project, the ecological total service function value of this bureau changes over time year by year, the ecological benefit value estimates for 19.40 hundreds million yuan, year all increase by degrees rate for 1.31%. As natural and actual production need to the consumption of trees,without the implementation of natural forest protection project,although the ecological total benefit of this bureau changes over time year by year,the ecological total benefit 17.89 hundreds million yuan of year all increase by degrees rate for only 0.55%.This paper puts the public welfare forest construction cost and forest protection cost which is the national natural forest protection project construction investment as the project cost.this paper takes the ecological environmental function service value of natural forest protection project for the ecological benefit of the project,then this paper does the ecological service function value cost-benefit analysis of this project and calculate the internal rate of return of the engineering.Analysing,With the implementation of Daxing ditch forestry natural forest protection project, the ecological total service function value of this bureau changes over time year by year, the ecological benefit value estimates for 19.40 hundreds million yuan, year all increase by degrees rate for 1.31%. As natural and actual production need to the consumption of trees,without the implementation of natural forest protection project,although the ecological total benefit of this bureau changes over time year by year,the ecological total benefit 17.89 hundreds million yuan of year all increase by degrees rate for only 0.55%.the cost-benefit of Daxing ditch forestry natural forest protection project and internal rate of return,so the implement of natural forest protection project is feasible from the angle of environment,economy and society,and the enormous ecological benefit which the project can bring is very significant.
