The Improving Effect Of The Thought Of Planning Environmental Impact Assessment On Regional Environmental Impact Assessment Method

There has been 20 years'history of theory and practice of Regional Environmental Impact Assessment (REIA). The current REIA basically refers to the evaluation method and management of EIA, like the superposition of a number of construction project EIA, but not consider comprehensively and systematically from the level of macro and overall decision-making. The current REIA is lack of guidance for regional planning, development and construction.For regional development and construction, a certain region corresponds to a comprehensive development plan, and the assessment of regional development actually is a process of evaluating regional planning. Therefore, it is a feasible approach to introduce the ideas of Environmental Impact Assessment (EIA) into the process of regional environmental assessment. Meanwhile, this strategy helps the arrangement and consideration at a higher level, sufficient assessment content, and comprehensive conclusion. Finally, constructive ideas and suggestions about the goal of regional planning, planning layout, development scale, industrial construction, and the construction of environmental-protection infrastructures are proposed, which will guide the regional environmental assessment, and further accelerate sustainable regional development.This study exploratory find the combination point of REIA and planning EIA, merges the ideas of planning EIA into the process of REIA, and also the study solves the problems of REIA to some extent, has some guiding significance for theoretical research and practical work. This study develops example analysis of REIA which is merged the ideas of planning EIA, taking the REIA of Xifeng industrial park in Qingyang, Gansu province for the example, provides comments and suggestions for regional planning, and also guides the regional development and construction.
