Study On Government Function In Low-Carbon City Construction

In the context of global climate deterioration and energy crisis, thelow-carbon model with the characteristics of low energy consumption and lowemissions has been a inevitable choice for the countries to develop. With thedeepening of the Low-carbon model to urban management, more and more citiesare raising the goal of constructing Low-carbon City. Construction of Low-carbonCity is a complex and lengthy process, city government is the leader of urbandevelopment, changing and improving the functions, paying attention toLow-carbon economic and Low-carbon society, is the key to achieving theLow-carbon goal. Base on reality, there are so many problems of regulations andpolicies, operating system, market and social environment by the city governmentswhich have launched practices. This paper will combine the theories of publicmanagement, urban management and Low-carbon economy, analyze andsummarize the prominent problems, and propose some specific suggestion whichis the ways to build a better functioning with a view to bring some reference to thecity government which is constructing Low-carbon city.
