To some extent, the development of human society is a history that tells the relation between man and nature. Throughout the development, as a matter of fact that the economic, social, cultural etc. activities interact with nature, a series of questions which deserves further discussion arise in the natural ecology where man lives. So, the relationship between cultural and ecology becomes an unavoidable factor in the ecology study. American anthropologist Julia N.steward thinked"The change of culture should be surveyed in environmental term, and the ecological environment takes an important place in the social system". There is a close relationship between the natural environment and human culture. The ecological condition affects culture, vise versa. Jinuo people have been living in the vast forest area. Throughout the thousands of years living, the environment as well as the people interacts on each other, shaping a particular Jinuo traditional ecological culture. The traditional culture of Jinuo people has great effect on the protection of the eco-environment. It is the culture who direct the Jinuo people to live harmoniously with the environment, and to use the nature in a scientific way. But after the 1950s, the forest cover rate descended at a rapid rate. A great deal of forest were cut down. At the same time, life and production of the local people took a dramatic change. However, it is lucky that, in the 1980s, the forest cover were effectively protected and the life of Jinuo people varied again correspondingly.By analyzing many of the state forest polices and their management in minority area, especially after the local survey about Jinuo, the author finds that the alternation of the state policy is a key factor that takes effects on the Jinuo people and their environment. Indeed sometimes the influence is more obvious than the interaction between the nature and the people. Under such basis, this paper holds the view that, how to keep a good relation between the living of the local people and the forest, to leave a larger space for the development of the local traditional ecology culture is a serious question that a developing country with different minorities should think sincerely; the maitanace of the state policy not only has influence on the living of local people and their cultural development, but also has direct impact on the protection of the ecology envirment. When the government works out forest policies it is necessary to take the emotion of the minorities as well as the traditional culture into consideration and accept the good factors, so that their initiate to protect the forest will be aroused.
