Oil and gas drilling is a system engineering of multi-jobs, multi-processes, interchanges and continuous operation, and it is also underground project highly concealed. The characteristics of this process arise various hidden insecurity factors in oil and gas drilling operation, especially in exploratory drilling operations, not taking measures to protect will lead to harms to workers'safety and great losses to state property. Domestic complex oil and gas formations mainly distribute in the western exploration area and southern marine oil and gas exploration area with rich resources and broad prospects. And they are the strategic point of oil and gas resources replacement regions. Parts of Sinopec, Petrochina and other domestic oil and gas exploration domains have the characteristics of high pressure, high yield and high sulfur contents, area such as northeastern Sichuan is the key area of strategic replacement but it has low degree of prospecting. In addition, harsh natural environment, blowing out, stuck, leakage, collapse, hard and other complicated situations are relatively concentrated, all of these greatly increase the difficulty and risk of drilling. Thus blowout accidents happen from time to time. They all restrict the development of oil and gas exploration.This thesis is based on the theoretical research of existing industry safety evaluation, and enterprise HSE management risk evaluation, and the safety evaluation technology application in oil and gas exploration well is also studied. Aiming at land oil and gas drilling operation system, especially the characteristics of drilling engineering in the drilling and completion, and the risk of ground-construction process, hazard factors and possible accidents, it is based on the theoretical basis of safety management system, safety engineering and safety assessment study, and it divides the oil-gas operation risk into operating dangerous consequences of the accident-prone and severity. Based on the fuzzy theory and through expert evaluation method to determine the qualitative indicators and indicators of the weight, multi-level evaluation of the evaluation results using the weighted synthesis, we construct the final Safety Evaluation of quantitative risk assessment system, and through the southwest part of the exploratory assessment of the application of risk assessment system proving the practicality. Then we put forward the corresponding technical countermeasures, safety management and safety education measures. Research shows that the gas safety evaluation technique can be applied to the oil and gas safety evaluation of oil and gas exploration well to meet the security experts on the oil and gas exploration wells operating system security assessment needs.The proposed fuzzy math risk assessment system of oil and gas exploration wells operating is a preliminary theoretical discussion to oil and gas exploration wells security management, providing a new way for the application of oil and gas exploration operation safety assessment and scientific decision-making basis for the development of oil and gas security management in a certain extent.
