With the development of society, more and more attentions are paid to the environment, and higher effluent standards of the wastewater treatment plant are requested by the government. According to the requirements of the local environmental protection bureau, the standard of the wastewater treatment plant 's effluent will run from the A standard of the first stage in the《wastewater treatment plant of the towns'pollution standard (GB18918-2002)》Since July 1, 2011. while now, the standard of the wastewater treatment plant 's effluent is the B standard of the first stage in the《wastewater treatment plant of the towns'pollution standard (GB18918-2002)》. Because the instruments couldn't deal with the waste water, we have to start the extension project to satisfy the need of new standard and access pollution. In addition, the A standard of the first stage in the《wastewater treatment plant of the towns'pollution standard (GB18918-2002)》is the basic standard for the water that can be reused. The ministry of Environmental Protection of the people's republic of china and the environmental protection bureau in Shandong had already request the north area to reuse the waste water, in order to save water and protect the ecological environment. By now, the Cuiyuan Lake is the landscape water of the county. It covers 64 hectares, among which the surface area and water depeth are 32 hectares and 3.5 meters respectively, while the Volume is 112 million cubic meters. Because the water in the Cuiyuan Lake comes from the Yellow River, if we could pour the reused water into the Cuiyuan Lake, on the one hand, a lot of pollutants emission can be cleared up, at the same time a large amount of clean water are saved.In this paper, we focus on the wastewater treatment plants'operation, according to the analysis of the incoming water and effluent water's requirement, On the basis of changing the existing problems and through comparison of many kinds of processing. We suggest that wastewater treatment plant's pretreatment section, level 2 biological treatment segment, triple deep processing section, disinfects processing section and sludge treatment section, two way grille + aeration pool, the altered oxidation ditch method, the coagulation precipitate + filtering technology, belt enrichment dehydration all-in-one PC for sludge treatment process scheme, ultraviolet disinfection. This paper also analysis the environmental impact of the treatment plant, and comes up with some environmental pollution prevention countermeasures and Suggestions. In a word, the conclusion of this project, can reduce the discharge of the waste water, improve the ecological environment quality, promote the region's social and economic sustainable development, and has a very important realistic significance.
