Jin-45 block lies in the south-most of Shulu , middle of Hebei. The major pay zone is Shahejie Series of the Tertiary, with a mid-depth of 3200 meter and an oil-bearing area of 3.7km~2. The average of net oil pay thickness is 25.7m and geological reserves is 713×10~4t. With the deepening of oil field development, this oil block has entered the high water cut, but with a low recovery factor. Most of the oil are still left undergroud. The properties of rock is getting worse with the rising of water cut and the effect of production-stablizing measures is decreasin either at the same time.This paper conducted development evaluaiotn from the aspects of adapability and well pattern and water cut asscessment with various methods, giving an revised ultimate oil recovery to J45 block. On the other hand, in order to decrease the water cut and improve the efficiency of different measures, the author carried on some effectiveness accessment of these measures and presented a mathametical model for the opitimal combization of different measures. Within the constrains of technical and economic goals, the optimal combination of measures is realized. And in the last a software is developed for water flooding effect assessment and measures opitimization which can assist the reservoir engineers during the process of oil field develoment planning and adjustment.
