Research On The Efficiency Of Green Economy Development In Western Regions

The “13th Five-Year Plan”,the report of the 19 th National Congress of the Communist Party of China,and the Document No.1 of the Central Committee in 2019 have repeatedly emphasized the need to focus on green development,protect the ecological environment,and achieve coordinated development of China’s economy and environment.The western region is rich in natural resources reserves.After the implementation of the strategy of developing the western region,extensive economic development has been intensified,resulting in a large amount of energy and resources consumption in the production process,but the utilization efficiency is very low,and the waste of resources and environmental pollution are very serious.Therefore,the study on the efficiency of green economic development has a strong practical and theoretical significance in the development of green economy in the western region.Based on the above background,on the basis of summing up the relevant theories of green economic development efficiency,this paper constructs a calculation model of green economic development efficiency,and uses three-stage DEA model to measure and analyze the efficiency of green economic development in China and the western region from 2000 to2016.The main conclusions are as follows:Firstly,from the point of view of the efficiency of traditional economic development and green economic development,whether the external environmental variables and random errors are eliminated or not,the traditional economic efficiency and green economic development efficiency in the western region lag behind the central and Eastern regions,and the low efficiency of green economic development in the western region mainly comes from the low pure technical efficiency;secondly,from the western provinces.Look,Sichuan and Chongqing are the best areas for green economic development,Gansu,Inner Mongolia,Guangxi,Shaanxi and Yunnan are the second best areas,and Guizhou,Xinjiang,Tibet,Qinghai and Ningxia are the lagging areas for development.The situation of green economic development shows a decreasing trend from the second step to the first step.Secondly,from the perspective of external environmental variables,the impact of external environment and random interference on efficiency will overestimate the efficiency of green economic development in the western region.Among them,technology import,independent innovation ability,environmental investment and institutional factors are significantly negatively correlated with the redundancy of labor,capital and energy input in the western region,which is conducive to the improvement of the efficiency of green economic development in the western region;industrial structure and educational factors are significantly positivelycorrelated with the redundancy of three factors,which restricts the improvement of the efficiency of green economic development in the western region;and opening to the outside world.The level has a significant negative correlation with the redundancy of labor input,which is conducive to the development of green economy in the western region,while the level of opening up has a significant positive correlation with the redundancy of capital and energy input,which is not conducive to the development of green economy in the western region.
