| Biodiversity is the basis for human survival and provides mankind with important ecological service functions, so the value cannot be overstated.With the situation of biodiversity conservation is increasingly serious,and the Government and people to recognize gradually deepened,so has also increased funding. At the same time of investment continued to grow, but how to improve input-output efficiency of biodiversity conservation steadily has become important issues need to be solved internationally. Thus, by doing systematic and general appraisal and analysis research on input-output efficiency of the biodiversity conservation of ChongQing,finding out the advantage and disadvantage is of realistic significance in order to advance the biodiversity conservation.Firstly, based on the evaluation theories of input-output efficiency of biodiversity conservation,the review of relative research theories and methods of domestic and abroad input-output efficiency, this paper defined the meaning and research caliber of biodiversity,biodiversity conservation,and input-output efficiency of biodiversity conservation,At the same time,in order to lay the foundation of the evaluation index system,basic theories of DEA method and Clustering Analytic Method have been introduced;Secondly, according to the DEA method,this paper constructed an evaluation index system of input-output efficiency, which is formed of 4 decision making unites and 15 indexes,and then based on the related statistics to measure the technical efficiency and scale efficiency of input-output efficiency of biodiversity conservation of Chong Qing in 2006 to 2009,and according to the measurement results, analyzed the relation between scale and efficiency, as well as the cause of input-output inefficiency, identified the main factors on restricting the input-output efficiency to upgrade. Thirdly,according to the Clustering Analytic Method, this paper constructed two measure models,in which each model is constructed by index of Direct output,economic value respectively,can be explored input-output efficiency of biodiversity conservation of Chong Qing from different angles,and then finding out the advantage and disadvantage, as well as the cause of input-output inefficiency, identified the main factors on restricting the input-output efficiency to upgrade;In the end, according to the research result, by applying the successful experience from around the world, a series of countermeasure and suggestions which can advance input-output efficiency of biodiversity conservation of Chong Qing are brought forward. |
