With the increasing prominence of the global environmental issue, China as a big energy consuming country bear the enormous pressure on carbon emissions, in recent years the rapid development of copper bath smelting industry intensified the climate change also cannot be ignored. However, the current copper bath smelting process is covered by 9 kinds of technologies, energy saving and emission reduction level is uneven, development and promotion potential cannot be quantified judgment, Therefore, to develop good sense of energy saving and emission reduction technology is very important for reducing carbon emissions in the copper bath smelting process. Therefore, it is the most important and urgent task to establish a reasonable evaluation system of energy saving and emission reduction technology by using rigorous mathematical model.The evaluation index system was established in six aspects from the perspective of copper bath smelting industry’s energy consumption, technical performance, energy saving and emission reduction level and combine with the experts’suggestions. Then through the in-depth analysis of the indicators relationship and present situation of evaluation methods in the field of technical evaluation at home and abroad, and based on the deep comparison of the operational principle of the existing evaluation methods, a new method of improving DEMATEL and ANP which based on the fuzzy WINGS is proposed. This method not only improves the ANP method’s defect in the construction of factor set weighting matrix which exist confusion of experts judgment mechanism, but also make up for the DEMATEL method, because there is a strong uncertainty exist in the mutual influence strength between the factors in DEMATEL method, so that the calculation of the index weight is more scientific and reasonable. On this basis, using the Fuzzy method to establish the evaluation mechanism to determine the qualitative indicators accurately, a multi-objective decision-making comprehensive evaluation model for the development potential of energy saving and emission reduction technology in copper smelting process is established. The comprehensive evaluation results show that the oxygen bottom blowing smelting technology are needed to be focus introduced and developed in copper smelting areas.
