Electric power industry is the key industry to promote energy conservation and emission reduction.A series of policies have been introduced in recent years to stimulate coal-fired power companies to reduce emission and coal consumption,to promote renewable energy production and user side energy saving.After three years of pilot,the national carbon trading market plans to start next year.This policies and measures have achieved remarkable results,but there are still many problems to be solved.In 2015 a new round of power system reform began.Retail side of electricity industry is open to competition.With the promotion of market-oriented reform of electricity industry,the operating environment of energy-saving and emission reduction policies becomes more complex,uncertainty intensified.What kind of interactions exist between electricity market and renewable energy production promotion,carbon emission reduction policy and energy efficiency incentive policies? How to strengthen the coordination among different energy-saving and emission reduction policy mix to avoid policy conflict and to achieve the effect of 1+1>2 through policy synergie has become an urgent problem to be solved.In this paper the synergy and antagonism effects between energy conservation and emission reduction polices in the power industry was studied on the basis of combing the domestic and international research status quo of policy interaction.Firstly,the typical energy conservation and emission reduction policies widely used around the world were summarized and the characteristics and influencing factors of these policies were analyzed.The present situation of policies and existing problems in our power industry were discussed.Then,a microeconomic model was constructed to analyze the interaction between energy conservation and emission reduction policies and their impacts on the major policy objectives.Through this study we found that there are some interactions between the combinations of instruments aiming at reducing emissions,promoting renewable energy production and reducing energy demand through energy efficiency investments.The interactions can be positive to strengthen each other on the policy objectives or negative leading to significant antagonisms regarding major policy objectives.According to the model results,a definition of policy synergy and policy antagonism was given.Then,a synergy effect evaluation model was developed to evaluate different energy saving and emission reduction policy mix.The optimal policy combination was selected according to the evaluation results.Finally,a comparative analysis was made on the research results and realistic policy mix and the suggestions on energy conservation and emission reduction policy in China and the further research direction on the policy synergy were put forward.
