Production safety is related to people’s life and property security, is to ensure economic and social sustainable and healthy development of the foundation. Therefore, the issue of safety in production has always been one of the domestic and foreign government attaches great importance to and pay attention to issues of public administration, in recent 10 years, along with the supervision and administration of production safety department continued to strengthen supervision, national production safety situation continued to improve, but from the point of view of the effect of regulation, to the supervision and administration of production safety department as a single production safety supervision mode, it is difficult to form a long-term mechanism of safety supervision. In recent years, from the domestic safety supervision departments and industry associations of the pilot experience of cooperation and under the background of the transformation of the functions of the government, industry associations in safety production supervision play a role is becoming more and more obvious. Therefore, how to further improve and safety supervision departments and industry associations to promote cooperation and co governance problems of safety in production, the formation of long-term safety regulatory mechanism, so the research collaboration with the necessity and urgency.The idea of this framework is to cooperate in Xinghua City Safety Supervision Bureau and industry association as the research starting point, find the cooperation existing problems and analyzes the causes. And then according the successful experience at home and abroad, the problems and the causes to propose the countermeasure and the suggestion.Firstly the related research at home and abroad were reviewed, and then expounds the problems existing in the safety supervision department and the industry association of theoretical basis, Xinghua City Safety Supervision Bureau and industry association cooperation status and effectiveness and cooperation, followed by access to information, field research and questionnaire research methods, to problems existing in Xinghua City Safety Supervision Bureau and industry association cooperation to carry on the origin analysis, discovery and origin from the external environment, safety supervision departments and industry associations of their own internal reasons. Secondly, on the basis of a comprehensive analysis of the causes of the problem, combined with government failure and the theory of non-profit organizations, from governance to good governance and the theory of multi center governance theory such as theoretical research, and referring to the successful experience of domestic and external safety supervision departments and industry associations and cooperation, thirdly, through the path of clear and effective cooperation, strengthen the external environment support, accelerate the supervision and administration of production safety department positioning itself change and strengthen industry association’s own capacity building and other four aspects of countermeasures and suggestions.
