| There are many kinds of security risks and troubles hiding in the prosperousappearances of metropolises. The more security risks there are, the higher riskuncertainty degree there is. It is usually difficult to avoid accidents. Once an accidentoccurs in metropolises, it will cause an irreparable damage, not only causing manypeople’s death, material property loss, but also a general public psychology fear. Thedevelopment of a city should be based on safety. The safe living and workingenvironment is public goods which is should be provided by the government. Worksafety as an important part of city environment, involves many events. In recentyears, the government gives an enormous amount of effort on the administration ofwork safety indeed. the administration system is also continuously improved. But it’snot enough. It has not formed a systematic, perfect, stable administration pattern ofwork safety. While Europe, the United States, Japan, and many other developedcountries have accumulated a lot of successful experiences which we can learn.In this paper, we reviewed the process of the development on theadministration of work safety in our country. We also sum up the effective patternsfrom the other developed countries’ experiences and practices. What has JinganDistrict done in this field is our focus. We can learn about the administration patternof work safety in Shanghai from Jingan District’s experiences. It helps us puttingforward the countermeasures to strengthen local administration of work safety.The first chapter discusses the difficulties what the administration of work safetyhas faced.The second chapter introduces the administration of work safety inmetropolises. It describes the administration of work safety from public productioncharacteristics, external economic, investment and benefit, the requirements of thedevelopment and other hands.The third chapter analyses the administration of work safety in our country. Itreviews the characteristics of China’s administration pattern of work safety,introduces how the officials’ work and the difficulties that they meet. The fourth chapter mainly introduces the developed countries’ experiences,including the vertical supervision pattern of America, the professional regulatorypattern of the Britain, and two-element supervision pattern of Germany. Itsummarizes the advantages of these patterns mentioned above.The fifth chapter analyses and introspects the reason of the “11.15†fire whichoccurred in Jingan District. It is pointed out that Jingan District’s problems, includingthe administration system,the main responsibility for companies, the law-executor,education and popularization.As a conclusion, from the above chapters, the administration of work safety inthe metropolises is a process of mutual cooperation between the regulatory bodyand the objects of supervision, that requires the authorities, enterprises, associations,professional organizations and other parts of society, to participate. Based on this,the two-element supervision pattern of Germany is more suitable for the metropolissuch as Shanghai’s Central Business District. we should strengthen top-down verticaladministrative supervision. On the other hand, an effective administration patternneeds supervision departments, enterprises, associations, professional organizationsand so on. We all learn from the “bitter lesson†of “11.15†fire and finally will buildan effective administration pattern of work safety, with the strengthening of the lawenforcement, the increasing of the administration level, and the experiences fromother developed countries. |
