| With the rapid development of industrialization and the increase of vehicle in the installation base, the complex atmospheric air pollution problems led by haze and ozone is more and more serious. Nitrogen oxides are important precursors in the atmosphere to form secondary particles and ozone, an important source of haze is caused by ozone pollution.Besaide, it is the major emission source of Nitrogen oxides is vehicle. The automotive industry is as a pillar industry of Chongqing, its vehicle fleet with an average annual growth rate of 15.3% in the rapid growth. Therefore, it is significant to study on Nitrogen oxides emission inventory, the current situation of environmental capacity and the environmental bearing capacity of vehicles amount in urban area, which provide a theory basis for scientific controlling to the growth rate of vehicles amount.This study used ADMS to simulate atmospheric diffusion and used Linear programming to calculate environmental capacity of Nitrogen oxides, which were based on the establishment of Nitrogen oxides emission inventory in urban areas.And the environmental capacity was analyzed according to environmental capacity of Nitrogen oxides and five different scenarios. The conclusions are following:(1) Nitrogen oxides emission of Chongqing urban area was 74041.0 tons.Vehicle emission was 50077.0tons,accounting for 67.6% of the total emission. And industrial emission was 13827.7 tons, accounting for 18.7%, amount to 86.3% of the total emission. The emission contribution of construction machines, vessels, airplanes and domestic sources were relatively less. Vehicle was the major pollution source of Nitrogen oxides.(2) The bounds of total emission of all kinds sources in urban areas was 77880.64 t/a,according to the calculate result of environmental capacity, while the actual emission was 74041.02 t/a and there still have 3839.62 t/a capacity. Besides, there was still3405.24 t/a capacity for vehicle in the case of no growth of industry sources, domestic pollution sources, construction machinery sources in the future.(3) According to vehicle flowrate of arterial road and the vehicle amount data in recent 6years, we can find that the main city road traffic and vehicle fleet has a good linear relationship, which relationship was y=4608.7x+671405,R2=0.9981.(4) Using surplus environmental capacity and taking measures such as denitrification plant or shutdown, retiring old vehicles, strict I/M rule, petrol quality upgrade and logistic structure optimization.
