Which relationship on earth there is among economic growth, environment pollution and population growth? In what condition, the trade-off could be achieved among them, so as to social economy can sustainable grow, and social development can be benign, it is the issues we need to solve. Shenyang, as the old industrial base of northeast China, is the central city and representative city of northeast. For a long time, economic growth model of "high input, high energy consumption, high pollution" has became obstacles to sustainable development.? For realizing shenyang city's sustainable development, it is significant that this paper conducts the correlation analysis among economy, environment, population and energy consumption.Through looking through a great lot of related domestic and international literature, we found the deficiency of existing theories, so this paper extends energy consumption elastic coefficient to the population and economic growth, economic growth and environmental pollution, so as to elastic coefficient model of population and environmental pollution were obtained. Eventually, the integrated index model was constructed. It can be used to evaluate predominance and inferior items of economy from three aspects of energy consumption, population and environmental pollution.Based on the above research work, this paper systemically analyzed economic development during the "10th Five-Year Plan" period using. It has a great practical significance. Firstly, using relevant data of overall economic growth and energy consumption during the "10th Five-Year Plan" period, the elastic coefficient of energy consumption was calculated. Then through the elastic coefficient model of population and pollution, elastic coefficient of the population and environmental pollution flexible were calculated. Ultimately, integrated evaluation index of economic development was calculated. Economic development situation of Shenyang during the "10th Five-Year Plan" period was analyzed qualitatively. In the meanwhile, the relevant suggestions and recommendations were proposed for economic development model during the "10th Five-Year Plan" period.This paper's contribution is the impact on the socio-economic development of energy, population, environmental pollution three factors study, and ultimately construct the integrated evaluation index of economic development model; the main work is that Shenyang City "10th Five-Year" period the overall socio-economic situation can be obtained by theoretical calculation, and propose targeted measures and suggestions.
