At present, expressway monitoring system construction has become an important component of expressway construction. And the traffic flow parameters as expressway traffic management and control of the basic data have the important value-in-use. Expressway traffic flow parameters for the effective withdrawal based on mobile floating car, can reflect expressway traffic situation effectively and provide theoretical basis for improving expressway traffic conditions.Mobile positioning by cellular phone is a new location estimation technology with the development of mobile communication. Because of mobile phone used widely and mobile communication network covering broadly,the location by cellular phone can't have blind spots. Therefore, its application in expressway monitoring system, and realization of expressway traffic flow is the new way to monitor and improve the traffic flow past detection that can't reflect highway traffic condition well. It has the extremely vital significance.The paper summarizes various traffic detection methods in home and abroad, comparing detection of mobile floating car with other methods.And on the basis of analyzing theoretically the mobile positioning 3G network technology, we use the AOA/TOA joint positioning method which is the suitable for expressway scene.we get the key traffic flow parameters of highway network through information processing and establish the node-three-arc-sect model with the abstract of the expressway network. Then we use clustering algorithm for mobile floating cars identification, and discuss more mobile fusion positioning to reduce calculation error. Also, this paper makes a detailed study of the expressway traffic flow model, which provides theoretical basis for the research and design of expressway traffic flow monitoring system. Finally, the structure of the monitoring system are designed, and the main equipment of the monitoring system are analyzed in this paper. What's more, we provide the design of the software for the monitoring system which is the theoretical basis for later programming work.This research can not only provide theoretical basis for expressway construction of monitoring system, but also provide technical support for expressway management. Besides, this researching method used in this paper has important academic value for further study of traffic flow parameters extraction based on mobile floating cars.
