Study On The System Of Transaction Water Rights In China

Traditionally, Water resource allocation by administrative is the main method of our country. However, along with the rapidly development of our country's socialist market economy and people's living standard , people call more for the quantity and quality of the water resource. So, the traditional water resource allocation by administrative method can not fit the changed demand, neither can it realized the goal of using water resource efficiently and reasonable. A series of questions such as how to use limited water resource to meet the need of current generations living and development, how to make sure next generation's needs be met, how to minimize damage to environment while utilizing water resource, call thinking of what problems of our country's using water resource are, and how to deal with these problems, further more, what kind of system we should establish to restrict the using of water resource with a higher standard. In order to using water resource efficiently and reasonable, we must allocate water resource in a optimization way, which need we change the traditional way of water resource allocating and establish the water transfer system on the basic of market. Judging of other countries'water resource administration and reform experiment of the word, we can get a conclusion that establishing the real transfer of water rights is our inevitable choice. Just standing on this point, this thesis researches the initial allocation water resource transaction, and analyzing how to form this mechanism, and deems it as the most reasonable and practicable method to optimize water resource. First, give scientific definition to the water right and the system of water resource transaction, for that only we get a correct knowledge of the definition, we can do the next theory analysis accurately. Secondly, analysis the actuality and the problems of the transaction of our country'water right, then conceive new system on the basic of realizing of the actuality. Thirdly, as existing means reasonable, we should get a brief understanding of other country's system of transaction of water right, the purpose of which is to learn the useful parts for our using. At last, on the basic of above analysis, this thesis with suggestions for supervising water resource price and transaction market and optimize transaction market system of our country. The last part of this thesis is the most important part, which discuss enough of the establishment of the system of transaction of water right, also this part put a fundamental idea of the market way of the transaction of water right on the establishment of the fundamental system.
