Research On Certainty And Uncertainty Cost Management Of Construction

There are a large number of construction projects with huge investment in China. But the study on cost control of construction project has comparatively lagged behind. With continuous deepening of the reform and gradual forming of market competition mechanism, there is a profound change in production and management of construction enterprise. Cost control of project is a key to determine competitiveness of construction enterprise. It is the core of project management. The study on cost control of project is of great practical significance for improving market competitiveness of construction enterprise.Specific characteristics of construction project, such as long construction period, unfixed production sites, mostly open field operations and so on, result that many uncertain and uncontrollable factors exist in building construction. It is necessary to systemically re-analysis and recombine whole construction cost in accordance with uncertainty leve, and present corresponding methods and measures of management on the basis of it. In this paper, construction cost was regarded as the research object. Construction cost management was studied by several research methods, such as system analysis method, risk analysis method, uncertainty analysis method, and comparative analysis method, based on uncertainty theory. Firstly, in accordance with uncertainty leve, construction cost would be divided into three types:certain cost, risk cost, and uncertain cost. Secondly, definition and nature of three types of costs were systemically described. Thirdly, corresponding cost analysis method and management tactic were presented for three different types of costs. Finally, applicability and validity of theory and methods of construction cost management based on uncertainty level were analyzed and verified, by empirical analysis and practical application of construction project.In this paper, classification management mode of construction costs which take uncertainty level into account was systemically presented. Considering uncertainty degree of components of construction cost, it would be divided into certain cost, risk cost, and uncertain cost; according to different types of costs, appropriate analysis tools and management tactics were selected, and different management methods and measures were adopted; finally, it presented a Empirical Study of a practical project. It has an important reference value for improving management level of construction cost, and enhancing competitiveness of construction enterprises.
