Since there is a matter of time of construction, transmission network planning is actually a multi-stage and multi-variable dynamic programming. While the actual transmission network planning needs to take into account the time factor, namely how to build the best route to network planning.The multi-stage planning of transmission system has to consider not only how to form the network schemes of every stage but also how to coordinate the network schemes of every stage. Because of combinatorial nature of the transmission network planning, it has not been well solved by conventional optimization technique. With the expanding scale of transmission network, dynamic programming algorithm can not solve large-dimensional and multi-combinatorial planning. In this paper, pseudo-dynamic programming deals with the multi-stage problem, whose objective is to reduce the number of iterations. The combination of Chaotic Optimization Algorithm and Artificial Fish School Algorithm is free from blindness and limitations of the hybrid algorithm search. The hybrid algorithm is efficient and quick in computation. The calculation results of the 46-bus system reveal that applying hybrid algorithm into transmission network planning is not only feasible, but also has a very high computational efficiency.Investment feasibility program needs the N-1safety analysis. The N-1 safety analysis can be verified using the normal and break fault on the transmission network, which is still safe to run. The calculation results of the 46-bus system reveal that program has practical value.
