In particular, with the rise of cultural tourism, a lot of visitors start to chase for the historical and cultural characteristics of the historic blocks. What is dialectical relationship between tourism development and the protection of historic district? And now how to balance protection and exploitation of the historic and cultural blocks becomes a key point, that is, to meet the development of the blocks and the needs of people's tracing history and culture and also preserve them effectively simultaneously. Our idea in this paper, the protective tourism development, should be an effective solution to solve the problem above.The long history of springs culture and unique form of residues nearby in Jinan is the humanity carrier to success the history, to shape the Spring city, and to communicate with the future. Therefore, the study on the protective tourism development of Furong—Qushuiting Street, the best preserved historical and cultural block in Jinan, is of great historical and practical significance. On one hand, the protective tourism development of Furong—Qushuiting Street could promote the tourism development and stimulate local economies in Jinan. On the other hand, it also could provide a necessary financial support both for infrastructure and for other development conditions in the block. This tourism development could enhance the image of blocks and heritage culture based on a protection premise. To find an effective method to solve the current problems and provide better services for the later development of the block become a key issue in the protective development research.Our paper summarized the theory and practice in protective tourism development based on the correct understanding of the connotation of historical and cultural blocks. Also, what is most important is a full understanding and analysis of the characteristics, the current development status and problems existing of Furong—Qushuiting Street. With these cognition, this paper presents an pertinent idea of protective development for Furong—Qushuiting Street. We propose the framework, level and focus in protective tourism development of Furong—Qushuiting Street under the guidance of Sustainable Development Strategy and People-oriented Cogitation. Meanwhile, the article also proposes relevant suggestions of protective tourism development to solve the current problems in the development, such as renovating the district landscape, improving the organization and management system and so on.
