The paper introduces the situation of the power quality measurement and development trends at home and abroad, the calculation method of power quality monitoring indicators, and a variety of power quality detection device design. We made use of DAP+ARM dual CPU structure in the comprehensive evaluation and analysis of various options. This structure is comprehensive utilization utilization of the structure of powerful data processing capabilities of DSP and communication and control of ARM. Then we introduced the situation of the embedded system and development trends, raising the kind of design that loading Windows CE embedded operating system into the host computer system management module.The device consists of upper and lower machine. The core of lower machine is DSP processor, which mainly complete the collection and calculation of data and complex digital signal processing algorithms about three phase voltage and three phase current of monitoring terminal. The core of upper machine is S3C2410 microprocessor,The upper machine further processes the collected data from the lower machine to get power quality indicators. The upper machine uploades power quality monitoring indicators to the monitoring center in order to achieve real-time power quality monitoring and remote control.The paper mainly discusses the upper machine management system of the power quality monitoring device. The hardware design of upper machine mainly based on the core board of S3C2410 expand various peripheral interfaces, including various communication interfaces and memory interface functions, man-machine interface functions and so on. The software design of upper machine mainly includes the development of Windows CE embedded system, the development of hardware drivers and interface application.
