At present, road traffic accidents have become one of the most serious social disasters, while serious traffic accidents are the most harmful, caused more shocking tragedy. If one serious traffic accident happens, it not only threatens the security of people's life and property but also has severe social influence. So it needs emergency rescue, quick disposal and subsequent management conducted quickly by relevant departments.In China, as a serious traffic accident occurred, single department often can't provide all emergency vehicle resources needed to deal with the serious traffic accident scene as soon as possible, it requires several departments'cooperation such as traffic police, fire fighting departments, emergency centers and other departments. The emergency dispatch control center should work out an emergency vehicle dispatching scheme considering the limited resources belonged to local authorities. Then emergency vehicles having various functions race to the serious traffic accident scene in time, rescuers start to execute traffic control, disassemble the accident car, rescue the wounded and deal with dangerous goods. This paper focuses on emergency vehicle dispatching under different conditions.This paper first presented related theoretical knowledge about the emergency management and emergency vehicle dispatching. On the basis of the content discussed above, according to characteristics of the emergency vehicle dispatching, emergency vehicle dispatching models under different conditions were studied. Optimization models and efficient algorithms under time restriction were raised and cases were given. This research focuses mainly on the following aspects:1) Single-emergency vehicle dispatchingComparing the emergency command structures among China, the United States and Germany, serious traffic accidents emergency command structure was built initially. Considering characteristics of the emergency vehicle dispatching for serious traffic accidents scene disposal, single-emergency vehicle dispatching models were researched from the simple to the complex. Firstly, single-emergency vehicle single-objective optimization dispatching model under time restriction was established. The only objective was to minimize the emergency vehicle scheduling time. Secondly, single-emergency vehicle bi-objective optimization dispatching model under time restriction was established. One of the objectives was to minimize the emergency vehicle scheduling time; the other objective was to minimize the dispatch cost. Fuzzy optimization and MATLAB software were used to solve the bi-objective optimization model. Finally, cases were presented to verify the model and algorithm.2) Multi-emergency vehicle dispatchingWhen a serious traffic accident happens, it often needs a large number of multiple emergency vehicles rushed to the scene to deal with the serious traffic accident at the same time, so the range of study should be extended to multi-emergency vehicles dispatching problem Firstly, single-objective and bi-objective optimization dispatching model under certain conditions were studied respectively. Fuzzy optimization was used to solve the bi-objective optimization model. Secondly, On the basis of vehicle dispatching models under certain conditions, Two optimization models of multi-emergency vehicles dispatching under time restriction were given respectively, where emergency response time and both emergency response time and vehicle demand were interval numbers. Vehicle dispatching models with interval numbers were transformed to vehicle dispatching models with accurate number by certainty factor and constraint satisfaction level. Fuzzy optimization and MATLAB software were used to solve the bi-objective optimization model. Finally, all six models discussed above were summarized, and matched each model to specific conditions.3) Case study of emergency vehicle dispatchingBased on emergency vehicle dispatching models discussed above, took the serious traffic accident taken place on September 3,2010 on the round high-speed in Changchun City for example. Combined with the practical investigation data of the relevant departments belonged to Changchun City and the emergency vehicle scheduling models, Emergency vehicle dispatching problem of the case was studied. The results were basically in agreement with the actual emergency vehicle dispatching scheme, which proved that the model and algorithm are correct. The research can solve the emergency vehicle dispatching problem efficiently.Emergency vehicle dispatching scheme under different conditions that basically tally with the actual scheme can be obtained through the research. So the study can provide an important reference for decision-makers of the serious traffic accidents and also can improve the efficiency of the scene disposal for serious traffic accidents. Because the level of my knowledge and comprehensive abilities are limited, there is still deficient, further research work is needed to be done.
