Quality control strategy refers to choosing the technical measures and opportune moments when carrying out quality control in each certain period. Whether the control strategy is good or not determines the quality of pavement utilization and cost, but there is no standard evaluation for the effect of control strategy in each certain period at the present moment. In China, the quality control system of the asphalt pavement includes front design control period, middle construction control period and later maintenance control period. The thesis researches on the middle and later quality control strategies which play a vital role in the whole control process, taking both effect and cost into consideration, then to put forward the index in evaluating the effect of the control strategy.The quality control strategy divides into middle, later and synthetically control strategies in this thesis according to the specific operation occasions. Based on full comprehension of the variation regularity of the pavement's utilization, the thesis analyzes the effect, predicts the construction quality control and changes of pavement utilization performance after maintenance. It introduces the full life cycle cost theory and considers the problem of first construction and maintenance expenses in pavement life cycle, in order to evaluate its quality control strategy. In this way, try to find the project which can standardize the utilization property and ensure the lowest cost so as to make the best of the quality control strategy.It is very important to build the scientific and reasonable LCC system, based on life cycle cost theory, this thesis establishes the frame of cost analysis of road quality control strategy, explains the cost make-ups and calculations of each period in a life cycle, and analyzes some key technical index and relevant measures in quality control strategy.The thesis summed up the prediction model of pavement utilization property, put forward using grey markov model to predict pavement's utilization property after applying the quality control strategy. It also produces the variation regularity of pavement performance by taking the advantage of pavement attenuation model, and establishes the foundation in analyzing effect of calculating the cost of quality control strategy in a life cycle.In this foundation, A uniform index and the evaluation methods and calculation steps of the quality control strategy evaluation with the index are proposed.
