With the acceleration of urbanization and economic and social transformation in China, the urban development and construction are undergoing some new changes. In general speaking, China is exploring a way of new-approach urbanization, which emphasizes on the mutual coordination among population, resources, environments, economic, and social development. Under the guidance of the new-approach urbanization strategy, many developed cities have started their new generation of construction practice. However, the new model and thought are of great value to many underdeveloped cities. It brings about the enlightenment in the transition process.There are a lot of heavy industries located in the region around Jinyang Lake. This region is a typical resource based area which has a long history of extensive development. The extensive development mode causes severe environmental, social, and economic problems. The government and related departments have paid much attention to it science the problems appeared. Although many plans were made in the past years, none of them could solve the problems and change the situation successfully. Facing the new opportunities nowadays, the research of "transition development" needs to be launched again. Inspired by the new-approach urbanization and the new generation of urban construction in many cities, the article discusses some new strategies about the "transition development".Firstly, the article launches a brief research on the new situation of urbanization, urban development, and urban construction in China nowadays. By learning and summarizing the characteristics of the new-approach urbanization and the new generation of urban construction, a new theory for transition development of the resource based area is proposed. Secondly, the article takes the area where the Jinyang Lake is located in Taiyuan city as the typical example, and makes a deep analysis of current environmental, social, and economic situations. The main problems are summarized and the essential points of strategic design are identified. Thirdly, the article collects the information about the current policies and development opportunities that deeply affect the target area in the transition process. Then, by learning and analyzing the plans which were made in the past years, the main defects among them are discovered. The reason for their failure is treating the problems in the one-sided way. Therefore, a comprehensive strategy of transition and update is suggested. Under the guidance of the new strategy, the article launches a study through the domestic and international related cases. Afterward, the effective means which could offer a strong support to the transition development are summarized. Combining with the research results of current environment, policies, and opportunities, the article discusses a plan that consists of ecological restoration, industry development, social reform, and culture preservation in the target area. At the end of the article, the key points of the strategic design for "transition development" are summarized, and the fields that need further studies are pointed out as well.China has a vast territory where the economic development is unbalanced. There is a great variety of resource based area. The characteristics of them are quite different from each other. Therefore, the research is launched from a strategic perspective in order to meet the needs of application better. The special problems are transformed into general ones. Supported by accurate data and specific cases, the conclusions of the study are of great application value. However, the development of an area is affected by various factors. The further research on the "transition development" of the resource based area such as the region around Jinyang Lake is still needed. The theory proposed in this article remains to be tested by the practice taken in the future.
