Planning Strategy Of Resource-Based Cities Transition Under The Background Of The New Urbanization

As a special type of city,resource-based cities have made great contributions to the economic and social development of our country and local economy.However,due to the lack of long-term planning,resource failure and other reasons,resource-based cities are faced with a series of problems such as industrial structure deformation,deterioration of the ecological environment,serious pollution,and unreasonable spatial distribution of urban and rural areas.< National new urbanization plan(2014-2020)> point out: we should take the cities and towns urbanization road with Chinese characteristics.That is people-oriented,synchronous four modernizations,optimize urban layout,ecological civilization and cultural heritage.” For the resource-based cities,it has important strategic significance in leveraging new urbanization to promote the transformation of economy,society and the mode of development;cultivate multiple green low carbon industry;improve the carrying capacity of ecological environment;promote the comprehensive,coordinated and sustainable development of economy and society.The present study based on the characteristics and current situation of resource-based cities,under the background of the new urbanization of our country,using a series of research methods including the literature survey,field investigation and statistical analysis,problem oriented,qualit ative and quantitative combined analysis,theory and practice combined analysis,multidisciplinary integration to focus on a thorough research on the planning strategy of the transformation and development of resource based cities.In the present study,we reviewed the related research on the transformation of resource-based cities and the new urbanization in China and abroad in theoretical terms,investigated the relationship between new urbanization and the transformation of resource-based cities,put forward the connotation and goal of the new urbanization,and studied the basic characteristics of urbanization of resource-based cities.Furthermore,this article empirically studied the characteristics of 5 representative cases including metal mineral rich city-Perth of Australia,energy mineral rich regions-Ruhr area of Germany,automobile manufacturing industry developed area-Detroit of USA,the coal city-Ordos,and steel city-Hubei Daye,analyzed the success and failure experience in the urban transformation and urbanization development of the 5 cities,and summarized the strategies for the transformation and development of resource-based cities in accordance with the requirements of the new urbanization.We further take Wu'an city as an example,analyzed the problems and reasons from the aspects of regional development,industrial structure,urbanization development,and resources environment,identified the general idea of transformation and development of 1+2+3+4+3,put forward 7 planning strategies including undertaking regional comprehensive service function,constructing multiple green industry system,reasonable controlling of urban and rural population scale,optimizing urban spatial development pattern,optimizing the center city space layout,integrated arranging service support system,highlighting the characteristics of the “hill,water,lake,and city”.In order to ensure the smooth implementation of the planning strategy,4 implementation strategies are put forward including promoting the “three concentration” of population,land,and industry,expanding the opening to the outside world,deepening the reform of the system and mechanism,and improving the mechanism of talent development.
